The Illinois Department of Revenue is seeking to hire a Revenue Tax Specialist Trainee for the Collections Field Compliance office in Marion (District 9).  This position will receive six to nine months of closely supervised instruction and on-the-job training in the performance of all phases of the manual and automated collection process, account adjustment and billing, taxpayer registration, and taxpayer information.  Formal classroom training will be provided which will include indoctrination and instruction in current Illinois State tax laws, rules and regulations, workflow and work procedures, collection techniques, including commonly used terminology, acronym, and utilization of various tax related forms and documents.  These positions will receive training related to communication skills, business writing, telephone and interpersonal competence skills.  These positions will accept and complete assignments of increasing difficulty for the purpose of gaining experience and developing skills to collect delinquent tax liabilities and returns, interprets tax laws, assist taxpayers by telephone and in person, adjust accounts, register taxpayers, compute penalty and interest, and other routine and recurring functions relative to tax collecting and processing work.

Description of Duties and Essential Functions

  • Receives six to nine months of closely supervised instruction and on the job training in the performance of all phases of the manual and the automated collection process, account adjustment and billing, taxpayer registration, and taxpayer information. Completes formal classroom training which includes indoctrination and instructions in current Illinois State tax laws, rules and regulations, Bureau work flow and work procedures, collection techniques, including commonly uses terminology, acronyms, and utilization of various tax related forms and documents.
  • Accepts and completes assignments of increasing difficulty for the purpose of gaining experience and developing skills that allow the trainee to collect delinquent tax liabilities and returns, interpret tax laws, assist taxpayers, adjust accounts, register taxpayers, compute penalty and interest, and other routine and recurring functions relative to tax collecting and processing of work; confers frequently with supervisory personnel during work assignments.
  • Completes formal classroom training in the basic data processing concepts; become proficient in the ICS, mainframe tax systems, action codes, and various stand-alone PC systems within the Collection Bureau.
  • Receives classroom and on the job training in utilization of regulatory or reference materials utilized in the research and analysis of tax returns and supporting documentation.
  • After initial classroom and on the job training, receives training related to communication skills, business, writing, telephone and interpersonal competence skills, such as hot to effectively communicate and handle taxpayers during normal work assignments, how to interview taxpayers to determine their tax situations, how to increase awareness of reactions on others, determine financial ability to resolve debt, etc.
  • Receives classroom training on the legal process associated with processing all types of tax documents and the collection process.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires a bachelor’s degree -OR- Requires eight years of work experience with the Department of Revenue.
  • Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.

Knowledge, Skills, and Abilities

  • Requires ability to understand and follow oral and written instructions and prepare clear and concise reports.
  • Requires ability to profit from training received and become knowledgeable about the various tax laws and regulations enforced.
  • Requires ability to develop and maintain satisfactory working relationships with the public and other employees.
  • Requires ability to absorb and understand a variety of information regarding the development and utilization of tax analysis techniques.
  • Requires ability to add, subtract, divide and multiply quickly and accurately either with or without a calculator.
  • Requires ability to learn utilization of computer software and equipment.
  • Requires ability to obtain and/or convey necessary information in a tactful and diplomatic manner under difficult conditions.
  • Requires ability to recommend and/or initiate corrective action within established guidelines.
  • Requires maturity and stability to make personal adjustments as necessitated by work assignments, job pressures and demands.

Conditions of Employment

  • Requires physical ability to lift 25 lbs.
  • As a Department of Revenue employee, it is required to pass a tax compliance check and fingerprint background check.
