Position Overview

The Business Office Supervisor position at Menard Correctional Center assists the Business Administrator and provides oversight of Business Office operations, including accounts payable, vouchering, payroll coordination, procurement, and contract monitoring. The role ensures compliance with Corrections policies, procurement regulations, and budgetary requirements while coordinating purchasing, vendor relations, and institutional supply needs. As a full-line supervisor, the incumbent leads and develops staff, manages daily operations, establishes goals, approves time off, addresses grievances, and recommends discipline and staffing needs. The position also prepares budget documentation, completes required reports, supports special projects, and represents the Business Administrator when needed. Essential Functions

  • Coordinates Business Office functions of accounts payable, vouchering, and voucher audit.
  • Serves as full-line supervisor.
  • Serves as procurement coordinator in requesting supplies and commodities for the institution.
  • Prepares various institutional budget forms.
  • Serves as contract monitoring coordinator for non-medical contracts and telephone coordinator for the institution.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college preferably with a major in business administration, business management, public administration or in a related field.
  • Requires three (3) years of responsible administrative experience in business management and/or business office operations.

Preferred Qualifications

  • Prefers at least two (2) years of experience conducting a full range of fiscal operation functions within a large multi-million-dollar organization.
  • Prefers at least two (2) years of supervisory experience.
  • Prefers at least two (2) years of experience utilizing automated financial systems.
  • Prefers a bachelor's degree in business administration, Business Management, Finance, Economics or Accounting.
  • Prefers at least one (1) year experience overseeing a multi-million-dollar budget for a large organization.
  • Prefers at least two (2) years of experience with contract establishment, contract monitoring, and/or procurement processes.
  • Prefers at least two (2) years of experience with automated financial systems.
  • Prefers at least one (1) year of experience in property control and/or inventory management.
  • Prefers at least six (6) months of experience with BidBuy or other procurement software.
  • Prefers at least one (1) year experience interpreting collective bargaining contracts and/or supervising union covered employees.

Conditions of Employment

  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
