Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Program Manager. Subject to management approval, this position will plan, develop, and oversee the administration and implementation of comprehensive program support services for an assigned region, including Performance Monitoring and Execution, Permanency Achievement, and various other contractual and Departmental services. The position will supervise Performance Monitoring and Execution Team Supervisors and Permanency Achievement Team Supervisors, while designing and implementing performance evaluation tools. This position provides a great opportunity for someone who is passionate about children and interested in providing leadership of the Department’s efforts to ensure effective implementation of program services. Essential Functions
- Serves as Program Manager
- Serves as full line supervisor of subordinate staff
- Provides input into all statewide monitoring activities
- Consults with and advises community and regional advisory councils, committees, and private agencies on program needs, standards, and services.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires an MSW or master's degree in a related human services field, in business administration, or a juris doctorate.
- Requires four years of progressively responsible administrative experience with an MSW
- OR
- five years of progressively responsible administrative child welfare experience with a master's degree in a related human services field, in business administration, or a juris doctorate.
Preferred Qualifications
- Prefers 5 years of professional experience managing or conducting program monitoring.
- Prefers 3 years of experience supervising professional staff.
- Prefers 3 years of management experience in the oversight of a large program with multiple sites.
- Prefers 3 years of professional experience in the design and implementation of evaluation tools for program services.
- Prefers 3 years of professional experience in the development and implementation of policies and procedures.
- Prefers 3 years of professional experience in the development of strategies for the improvement of program services.
- Prefers 3 years of professional experience in conducting community outreach as a representative of a public or private organization.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Children and Family Services’s discretion.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executives Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
