SITE SUPERINTENDENT II, Opt 1

Position Overview

The Illinois Department of Natural Resources is seeking to hire a Site Superintendent II for the Office of Land Management at Sam Parr State Fish and Wild Life Area. This position will serve as full line supervisor and adjust first level grievances, effectively recommend and impose discipline up to and including discharge; monitor and implement site security/safety programs to ensure compliance with applicable laws, rules, and regulations; assist with turf maintenance; complete site operations and financial records and reports; exercise budgetary controls to ensure fiscal integrity; and review, analyze, and incorporate proposals of natural and cultural resource specialists and others concerning short/long range plans for site management.  For several decades the residents of Jasper County worked for a state park, assisted and encouraged by a former resident and conservationist, Sam Parr. In 1960, 72 acres of land approximately 3 miles northeast of Newton were acquired by the Department of Natural Resources and the Jasper County Conservation Area became a reality. Additional acquisitions have brought the total acreage to 1,180, including a 183-acre lake.  After the death of Sam Parr in 1966, the General Assembly changed the name from Jasper County to Sam Parr. The site was formally dedicated on May 12, 1972.  We welcome all qualified and interested applicants who would like to be part of this team to apply today. 

Essential Functions

• Under direction, manages the operation of Sam Parr State Park and Crawford County.
• Directs and participates in the maintenance of site grounds, facilities, and equipment.
• Prepares, submits, and monitors operating and capital improvement budgets and annual plans of work. 
• Plans, coordinates, and implements site audit activities and programs compatible with the natural and cultural resource base. 
• Establishes and maintains effective working relationships with the media and interested groups and individuals.
• Explains agency policies, rules and regulations to site visitors and monitors to assure compliance with the same. 
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

• Requires knowledge, skill and mental development to a bachelor's degree in park and recreation administration or natural resources area administration. 
• Requires three years of supervisory experience affording training in various facets of managing an outdoor recreational park or natural public area. 

Preferred Qualifications

• Three (3) years of experience in the principles and practices of site administration, including site interpretation, natural and/ or cultural resource management, structural grounds maintenance, public relations, personnel administration, and outdoor recreation programs. 
• Two (2) years of experience in assigning and supervising the work of assistants and staff members.
• Two (2) years of experience in applying appropriate levels of knowledge in problem solving situations encountered in the performance of duties and responsibilities.

Conditions of Employment

• Requires appropriate, valid Driver’s License.
• Requires ability to travel in performance of duties.
• Ability to obtain pesticide operator’s license within 6 months of employment.
• Ability to obtain Burn Boss certification within 18 months of employment.
• Ability to work under adverse environmental conditions on a year-round basis.
• Ability to operate and maintain tools, equipment, and material utilized in the maintenance, repair, and care of site resources, buildings, and grounds.
• Ability to lift, carry and transport loads exceeding sixty pounds.
• Ability to walk over rough and broken terrain.
• Ability obtain and maintain First Aid/CPR certifications within 6 months of employment.
•  Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

OLM facilitates activities from small group interpretive programming at Historical Sites, to hiking, hunting, fishing, boating, and camping.
