Position Overview:
This position is accountable for all district personnel functions and exercises discretion to ensure utilization of resources to accomplish district goals. This position assists district employees, local agencies, elected officials and the public.
Essential Functions
- Directs the activities of the section including classification and organizational issues, payroll processing, employee benefit programs, salary issues, and personnel transactions.
- Implements and administers personnel policies and practices for the district, recommends revisions to policy, and attends meetings involving policy issues.
- Gathers information of a confidential nature for the Administrative Manager and coordinates responses to inquiries on these issues.
- Develops section budget allocating resources as necessary to accomplish goals.
- Provides interpretation of union contracts to departmental management.
- Conducts analysis of situations requiring corrective disciplinary action.
- Coordinates the district safety programs for proper training of district personnel.
- Supervises the district workers’ compensation and property damage claim functions and represents the district in meetings and/or court hearings on issues pertaining to this function.
- Performs other duties assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in Human Resource Management, Business Administration, Business Management, Public Administration, or a related field PLUS three years of human resources management experience, personnel-related field experience, including payroll processing, timekeeping and benefits or a combination thereof, OR eleven years of human resources management experience, personnel-related field experience, including payroll processing, timekeeping and benefits or a combination thereof.
Preferred Qualifications
- Supervisory experience.
- Working knowledge of Department of Central Management Services rules, departmental personnel
policies, and union contracts. - Strong organization skills.
- Ability to maintain harmonious relationship with employees, agency officials, and the public.
Conditions of Employment
- Valid driver’s license.
- Districtwide and some statewide travel.
- Ability to successfully pass a background check.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental
Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois
Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to
file annual Statements of Economic Interest with the Office of the Secretary of State that will be
made available for examination and copying by the public. All employees required to file a Statement
of Economic Interest are also required to file the Supplemental Statement of Economic Interest with
