Position Overview

The Illinois Department of Transportation is seeking to hire a Human Resources Representative. Under the direction of the Personnel Officer, this position provides and performs a wide variety of highly sensitive and confidential duties dealing with personnel activities on a continual basis. In the absence of the Personnel Officer, assists in supervising the essential day-to-day personnel activities for the district. Reporting to this position is the Human Resources Associate. The incumbent assigns and evaluates staff work, prepares and signs performance evaluations, promotes good work performance, and approves time off.

Essential Functions

  • Provides and performs a wide variety of highly sensitive and confidential duties dealing with personnel activities on a continual basis.
  • Aids in the administration of the timekeeping system.
  • Provides assistance in verifying that all job postings, interview schedules, interview ratings information, and Employment Decision forms conform to all departmental policies and procedures.
  • Administers timely technical time-in-grade promotion paperwork.
  • Serves as the Deferred Compensation liaison and the State Employee Retirement Coordinator for the district.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources or satisfactory completion of an approved training program.

Preferred Qualifications

  • Prefers working knowledge of Illinois state government.
  • Prefers ability to use computer systems, software, templates, or other guides.
  • Prefers ability to instruct, guide and train others.
  • Prefers ability to maintain files and clerical records and prepare reports.
  • Prefers ability to keyboard accurately at a working rate of speed.
  • Prefers ability to deal with the general public and office employees in a courteous and effective manner and often under strenuous conditions.
  • Prefers ability to plan and supervise the work of subprofessional staff.
  • Prefers ability to read, assimilate information and data, and recall with a reasonable degree of proficiency facts and figures.
  • Prefers ability to follow and present facts clearly both oral and written.
  • Prefers working knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, and departmental policies and procedures.
