Position Overview

This position is accountable for coordinating the district’s payroll function and benefits program. In addition, the incumbent provides support services to personnel and management in the areas of policy and procedure application, organization, staffing, salary administration, headcount monitoring, and other areas of employee services.

Essential Functions

  • Directs the overall payroll function and benefit programs and ensures proper maintenance of employee files.
  • Functions as the district’s retirement and FMLA coordinator.
  • Processes all employee transactions and maternity/paternity paperwork.
  • Coordinates candidates for the district’s temporary employment programs to augment the district’s full-time permanent employees.
  • Maintains organizational charts, related position descriptions, and performance evaluations for all district employees.
  • Prepares reports and special projects in compliance with administrative directives.
  • Supervises the computerized attendance system and monitors attendance and recommends appropriate action.
  • Trains, motivates, and evaluates staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as required.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, human resources, economics, public finance, or public administration OR Completion of two years of college PLUS two years of experience in business, human resources, economics, public finance or public administration, or a combination thereof OR Six years of experience in business, human resources, economics, public finance, or public administration, or a combination thereof.

Preferred Qualifications

  • Ability to plan, organize, and execute administrative or technical program requirements.
  • Payroll/group insurance experience.
  • Working knowledge of departmental organization and functions and departmental personnel policies and union contracts.
  • Ability to organize and handle multiple functions in a fast-paced environment within given time constraints.
  • Strong oral and written communication skills.
  • Ability to maintain harmonious relationships with employees, agency officials, and the public.
