Job Responsibilities

Serves as Regional Administrator - Plans and coordinates service delivery with the Deputy Director and other Executive offices of the Department; as primary policy formulating administrator for the region, formulates and implements policies and procedures; plans, develops, organizes, manages, and controls regional child protection services; reviews and monitors program activities to ensure compliance with all applicable laws, rules, policy, and performance standards and to ensure that those activities are coordinated to provide the greatest benefit to clients; monitors to ensure the development and coordination of a system of community-based services relevant to child protection services; provides consultation, guidance, and policy interpretation to the private sector; drives to various locations throughout the state to attend meetings, conferences, etc.

Manages and controls investigations within the region - Coordinates service delivery with other divisions and other offices of the Department; interprets and enforces program compliance with Illinois statutes, state and federal laws, and Department rules and procedures; analyzes programs and operations to develop initiatives to resolve problems or revise legislation, rules, and procedures

Serves as full line supervisor of subordinate supervisory staff - Assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves/disapproves time off requests; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; works independently with Labor Relations regarding disciplinary issues, providing significant input regarding proposed disciplinary actions; prepares and signs performance evaluations; determines and recommends staffing needs

Establishes and maintains professional working relationships with social services, health care, law enforcement, private agencies, and other human service organizations in the region by explaining and enforcing Department policy, procedures, and state statutes and describes agency operations and programs

Represents the Director and the Department to the community and press, public officials, governmental and private agencies, welfare councils, and civic organizations by establishing and maintaining effective public relations through the press, radio, and television and public speaking engagements; makes decisions which have the capacity to commit the Department to specific courses of action

Serves as a member of the Director’s expanded Executive Council for recommending changes in legislation, policies, and procedures to improve statewide administration as required by the Director, Deputy Director, or Chief Deputy Director

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Education Degree

Requires an MSW or master’s degree in a related human services field, in business administration, or a juris doctorate

Requires four years of supervisory and management experience in human services with an MSW or five years of supervisory and management experience in human services with a master’s degree in a related human services field, in business administration, or a juris doctorate

Knowledge, Skills, and Abilities

Prefers a minimum of 6 years of experience supervising professional staff

Prefers 4 years of professional experience in the oversight of a large program with multiple sites or multiple teams of subordinate professional staff

Prefers 6 years of experience managing or conducting child protection investigations

Prefers professional experience in the development and implementation of policies and procedures

Prefers professional experience conducting planning activities for a social work program on a regional or statewide basis in a management capacity

Prefers professional experience conducting community outreach as a representative of a public or business organization
