Position Overview
Serves as the Medicare/Insurance Reimbursement Billing Coordinator for the Department of Veterans Affairs Veterans’ Homes, directing and overseeing all billing operations, regulatory compliance, reimbursement processes, quality assurance programs, and revenue reporting related to Medicare and insurance claims for professional services and supplies. Supervises billing staff, develops policies and training programs, evaluates billing systems and procedures, and ensures accurate, timely, and compliant claim processing to maximize revenue recovery and support operational effectiveness across all Veterans’ Homes.
Essential Functions
- Under the general direction of the Business Administrator, in accordance with established standards and administrative policies, functions as the Medicare/Insurance Reimbursement billing Coordinator for the Dept. of Veterans Affairs Agency, with authority for determining, implementing and establishing the billing program for both professional services and supplies to Medicare/insurance.
- Serves as working supervisor.
- Establishes and evaluates the goals and the quality assurance program to ensure the effectiveness of each facility's processes, procedures, document flows, and communication systems for the billing of the supplies and services for each of the DVA Veterans' Homes.
- Provide billing staff direction and create standards of performance.
- Arrange for and/or conduct frequent in-service sessions at each DVA Veterans Home for all providers, including physicians, and auxiliary staff.
- Publish to each Veterans Home and to the DVA Central Office Administration Insurance/Medicare Status Reports with information about each Veterans' Home, apprising them about the billing program including claims filed and revenue collected.
- Research and evaluate all impacting regulations and regulatory agency changes to identify the effect on DVA Veterans' Home's billing program.
- Evaluate billing software and electronic coding applications for regulation compliance and effectiveness.
- Performs other duties as require or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years college.
- Requires three years responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers at least three (3) years of experience developing and managing a supportive agency program.
- Prefers at least three (3) years of experience in insurance and Medicare billing, ICD-9-CM coding, CPT and HCPCS usage and billing regulations.
- Prefers at least three (3) years of experience utilizing medical terminology and disease processes relative to the services and supplies being billed.
- Prefers at least three (3) years of experience utilizing electronic billing, computerized medical and demographic information.
- Prefers at least three (3) years of experience designing and implementing workflow systems, establishing statistical reports, developing spreadsheets and utilizing billing applications on personal computers and networks.

- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
