Position Overview

The Division of Mental Health is seeking to hire and energetic, detail oriented individual to serve as the Fiscal Services Manager for the Treatment and Detention Facility (TDF), located in Rushville, Illinois. The Fiscal Services Manager will manage the budget preparation and analysis, accounting system and contract negotiations, including the responsibility of preparing and submitting of annual budget reports. The incumbent will plan, organize, and direct activities of service accounting system for TDF and participates in the analysis and determination of facility policy and program formulation by providing professional evaluation and interpretation of budgetary, fiscal, and non-clinical programs and services.

Job Responsibilities

  1. Serves as the Fiscal Services Manager for the Treatment and Detention Facility (TDF).
  2. Serves as full-line supervisor.
  3. Plans, organizes, and directs activities of service accounting system for Treatment and Detention Facility (TDF).
  4. Organizes goals and objectives for Fiscal Services.
  5. Provides budgetary reports for Central Office, Program Director and Assistant Program Director.
  6. Participates in the analysis and determination of facility policy and program formulation by providing professional evaluation and interpretation of budgetary, fiscal, and non-clinical programs and services.
  7. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with course work in business or accounting.
  2. Requires three (3) years of progressively responsible accounting experience in a public or private organization.

Preferred Qualifications (in priority order)

    1. Two (2) years of professional experience in managing a budget, including designing and developing budget reports and contracts for a public or private organization.
    2. Two (2) years of professional experience maintaining financial operations for a public or private organizations.
    3. Three (3) years of professional experience utilizing automated accounting systems and financial spreadsheets.
    4. Two (2) years of professional experience communicating with both internal and external stakeholders in oral or written from ensuring detailed and critical analysis of work performed including writing complex objectives and justifications for contract establishments.
    5. Two (2) years of professional experience ensuring policies, reporting and recordkeeping meet the requirements with State and Federal guidelines in a private or public organization.
    6. Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking.

Conditions of Employment

  1. Requires ability to pass the IDHS background check.
  2. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  3. Requires the ability to meet all agency vaccine/health-related policies and guidance.
  4. Requires ability to therapeutically interact with residents in a 24/7 residential facility for Sexually Violent Persons.
  5. Requires ability to interact with and communicate clearly and tactfully with a wide range of individuals.
  6. Requires the ability to present financial information using the graphical and statistical components of spreadsheets such as Microsoft Excel.
  7. Requires the ability to travel.
  8. Requires the ability to work after business hours, weekends and holidays.
