Position Overview
The Division of Mental Health is seeking to hire a Labor Relations Administrator for the Treatment and Detention Facility located in Rushville, Illinois. Administers negotiated collective bargaining contracts affecting the facility. Serves as Chief Hearing Officer. Serves as assistant to oversee personnel transactions, Group Insurance, Workers Compensation, Family Medical Leave Act (FMLA) and other leaves of absence and filling of vacancies. Serves as the management representative for monthly local labor management meetings. Serves as facility liaison for arbitrations, lawsuits, etc. related to employee discipline and/or complaints.
Essential Functions
-
Serves as the Facility’s Labor Relations Administrator.

Serves as Chief Hearing Officer.

Serves as assistant to oversee personnel transactions, Group Insurance, Workers Compensation, Family Medical Leave Act (FMLA) and other leaves of absence and filling of vacancies.

Serves as the management representative for monthly local labor management meetings.

Serves as a member of the Executive Staff.
-
Serves as facility liaison for arbitrations, lawsuits, etc. related to employee discipline and/or complaints.

Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
-
Requires two (2) years of professional human resources experience.
Preferred Qualifications
-
Two (2) years of professional experience working with human resources and labor relations rules, regulations and procedures for a public or private organization.
-
One (1) year of professional experience with labor relation activities, including negotiations, grievances and contract interpretations, while utilizing ethical practices and procedures.
-
Two (2) years of professional experience working with personnel rules, Collective Bargaining Agreements, Comprehensive Employment Plan or similar compliance rules and regulations for a public or private organization.

Two (2) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.

One (1) year of professional experience providing advice and counsel to employees and senior leaders regarding labor relations issues.

One (1) year of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.

Two (2) years of professional experience reading, assimilating and recalling, with a high degree of proficiency, facts and figures.

Two (2) years of professional experience framing correspondence and reports with grammatical correctness.

Requires ability to pass the IDHS background check.

Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Requires the ability to utilize office equipment, including personal computers.

Requires the ability to travel in the performance of job duties.
