Position Overview
This position is accountable for planning and directing the valuation and appraisal activities, including cost studies, to ensure the successful, timely, and economic acquisition of right-of-way (ROW) within the constraints of construction letting schedules, departmental policies, and procedures, as well as state and federal regulations and laws.
Essential Functions
- Ensures that equitable and defensible appraisals are prepared and submitted to support acquisitions of right-of-way (ROW) in accordance with established and construction letting schedules.
- Effectively resolves differences of opinion regarding appraised values and ascertains required documentation to support state and federal requirements.
- Provides detailed review of staff and contract appraisals to ensure that reports are defensible in court and meet applicable state and federal requirements.
- Supervises staff in the selection and supervision of Fee Appraisers, and Fee Specialty Engineers, including setting fees and monitoring contract performance.
- Aids other government agencies to ensure that their appraisals and procedures for state and federally funded projects comply with applicable state and federal requirements.
- Trains, motivates, and evaluates staff to ensure a well-developed and competent staff in accomplishing all
- assignments.
- Ensures that such staff performs duties in accordance with departmental safety code and provides the
- necessary training and direction for staff to ensure compliance.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees
- Performs other duties as assigned.
Minimum Qualification
- Completion of two years of college majoring in engineering, construction management, or related fields PLUS four years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof; OR Five years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof.
Preferred Qualifications
• Extensive knowledge of state and federal laws and regulations concerning land acquisition and related activities
• Experience in performing eminent domain appraisal reviews and testifying in condemnation proceedings
• Ability to plan, organize, and execute programs and/or projects
• Strong oral and written communication skills
• Ability to exercise sound judgment
• Ability to supervise, train, and motivate subordinate personnel.
Conditions of Employment
- Illinois Certified General Real Estate Appraiser license.
- Valid driver's license.
- Successful completion of a background screening.
