Position Overview:
This position is accountable for developing, monitoring, and evaluating district 1 portions of the department’s multi-year, Annual Highway Improvement Programs and coordinating them with local government programs and private development projects. This optimizes the effective use of available funds and ensures that approved projects are completed as scheduled.

Essential Functions
- Optimizes use of available dollars through proper project selection, program development, and coordination with local government units.
- Ensures more effective use of allotted program funds through proper definition of scope of work, maintaining program components, and maintaining program and project fiscal integrity.
- Maintains effective relations with regional councils to obtain support for district programs.
- Provides complete and accurate reporting of project action and provides recommendations to enable district management to take action to overcome delays in project completion.
- Provides proper cost analyses, project cost effectiveness studies, needs evaluation and other studies that provide criteria for project selection or measure project effectiveness.
- Ensures that delays in project implementation are resolved for timely project completion.
- Oversees data system operations to ensure that the data produced and supplied is accurate, complete, and satisfies the informational needs of the users in a timely manner.
- Directs, trains, and monitors the activities of subordinate staff and consulting contractors to maintain satisfactory performance of assigned/contracted functions and to comply with established personnel and consultant management procedures, rules, and regulations.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in business, finance, management, economics,
statistics, or accounting PLUS four years of progressively responsible managerial experience in the practice of highway planning and programming, budgetary planning, accounting, managing a fiscally constrained program in compliance with federal and state regulations, or a combination thereof OR
Twelve years of progressively responsible managerial experience in the practice of highway planning and programming, budgetary planning, accounting, managing a fiscally constrained program in compliance with federal and state regulations, or a combination thereof. - Two years of supervisory experience.
Preferred Qualifications
- Experience directing, training, motivating, and supervising the work performance of employees and consultants with diverse technical backgrounds and skill levels.
- Ability to work with a wide-ranging variety of organizational units, personnel, and consultants to design and implement strategies and procedures for collecting, verifying, storing, and retrieving
complex technical data. - Ability to prioritize, plan, organize and track work progress on a variety of program elements and
projects simultaneously. - Strong oral and written communication skills.
