Position Overview:

This position is accountable for the proper preparation of plats, legal descriptions, and related document procedures by in-house staff and consultants for the acquisition of rights-of-way (ROW) for district projects. The incumbent reviews title evidence related to potential acquisitions and monitors plats preparation to minimize delays in acquisition and meet established letting dates.

Essential Functions

  • Performs complex right-of-way activities as necessary for the preparation of plats, legal descriptions and related documents necessary for the acquisition or management of right-of-way.
  • Reviews the right-of-way documents prepared by staff and consulting surveying/engineering firms retained by the department.
  • Ensures all title commitments required are ordered in advance to minimize delays to acquisition and reviews these for possible conflicts.
  • Performs duties in the field including, but not limited to, the finding and setting of monuments, traversing, geospatial positioning, boundary and topographic surveying, and equipment inventory.
  • Tracks project progress to minimize delays in acquisition.  Responds to inquiries in a timely and professional manner.
  • Performs duties in compliance with Illinois Professional Land Surveyor standards and practices, and departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a licensed Professional Land Surveyor in Illinois PLUS four years of experience in the practice of land surveying.

Preferred Qualifications

  • Working knowledge of the principles/standards and practices of land surveying and the operation of surveying equipment.
  • Working knowledge of mathematics and survey computations applicable to job duties in addition to survey computer programs and software such as Computer Aided Design and Drafting (CADD) workstation, Geographic Information Systems and Global Positioning Systems.
  • Ability to perform third or higher order survey work and to make technical computations and estimates.
