Job Overview

The Illinois Environmental Protection Agency (EPA), Leaking Underground Storage Tank, Special Projects and Financial Unit is seeking Account Technician II’s to perform technical accounting work. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Job Responsibilities

45%  1. Independently performs technical accounting work in maintaining a complex, complete set of detailed external audit report records in the review and approval of invoice payment processing activities in the Deputy Bureau Chief/ Bureau of Land (BOL), for the Leaking Underground Storage Tank (LUST) Section, Special Projects and Financial Unit;

  • Independently reviews and recommends approving or rejecting cost reimbursement applications from LUST site owners/operators
  • Determines if the charges are valid and/or reasonable, if the arithmetic is accurate, and if the supporting financial documentation is authentic and adequate
  • Audit billings in reviewing and examining entries on various types of financial files, documents, records, and reports involving delinquencies, deficiencies and discrepancies and taking necessary action after adjusting entries and reconciling documents
  • Posts financial information on audit reports

30%  2.  Independently audits invoices from contractors to determine if the charges are valid, eligible, and accurate;

  • Examines invoices and ensures support documentation is authentic, and adequate in the maintenance of contractor’s invoice tracking logs and that all invoices received are audited and verified for processing then forwarded to appropriate Bureau Units after completion
  • Reviews and prepares audit reports for the LUST Program files in BOL

Job Responsibilities (Continued)

10%  3. Participates in meetings with LUST Program site owners/operators;

  • Initiates actions in the resolution of billing discrepancies, contracting, and procurement disputes that include other disagreements with contractors and/or LUST site owners/operators
  • Prepares letters, memorandums, audit reports, and procedures germane to procurement, contracting, and other fiscal concerns
  • Travels in performance of duties

05%  4. Participates in Agency meetings with contractors regarding reimbursement matters;

  • Provides explanations of the Section’s invoice processing policies to contractors, and LUST site owners/operators
  • Meets or discusses by phone with owners and operators to resolve discrepancies

05%  5. Reproduces and maintains copies of all invoices, vouchers, and the applicable cost justification documentation in files by project, contractor, and/or LUST site owners/operators for historical and audit purposes and for use in the Section’s Cost Recovery System.

05%  6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of two years of college and one year of technical accounting experience or four years of related clerical bookkeeping experience.

Preferred Qualifications (In Order of Significance)

  1. Prefers extensive knowledge of accounting techniques.
  2. Prefers extensive knowledge of office methods and procedures.
  3. Prefers working knowledge of state or non-state accounting procedures.
  4. Prefers working knowledge of principles and functions of standard office accounting machines and equipment.
  5. Prefers the ability to apply established accounting methods and techniques.
  6. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.
