Position Overview
Under direction of the Accountant Supervisor, performs pre-audit and accounting functions for the Illinois State Police Fiscal Division involving the maintenance of the manual and automated account ledgers and reconciliation reports. Examines transactions to determine compliance with rules and regulations. Maintains automated subsidiary and control ledgers; consults with appropriate staff regarding contracts and obligations problems to take corrective action. Assist with training cost center staff in new methods and procedures.

Essential Functions
- Receives vouchers and expenditure documents from the cost center staff via workflow in the State Accounting Program (SAP) and performs the level 1 (of 2) examination and audit of commercial vouchers, travel expense vouchers, list vouchers, and contractual services vouchers for ISP accounts.
- Coordinates problems and corrections on vouchers and expenditure documents with the cost centers. Serves as the Central Accounts Payable liaison with the cost center staff.
- Verifies contract data accuracy via the Illinois Office of the Comptroller Statewide Accounting Management System (SAMS) program.
- Verifies funds availability for vouchers funded by other state funds and grant funds.
- Tracks the timeliness of voucher submissions.
- Serves as the Central Accounts Payable liaison with the Illinois Office of the Comptroller (IOC). Communicates with the Office of the Comptroller through phone and email.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of two years of college and one year of technical accounting experience or four years of related clerical bookkeeping experience.
Preferred Qualifications
- Prefers one (1) year working knowledge of System Applications Products (SAP) procedures including vouchering and vendor records.
- Prefers one (1) year working knowledge of Statewide Accounting Management System (SAMS) procedures including vendor data and contract / obligation detail.
- Prefers one (1) year working knowledge of State of Illinois travel regulations.
