Position Overview

Under direction, independently performs technical accounting, reconciliation, and audit duties in the maintenance of Agency contracts, purchases, obligations, and expenditures; reconciles expenditures with the Office of the Comptroller; establishes and maintains budgetary controls for the Agency's Contract Administration and Procurement Division.

Job Responsibilities

1.  Under direction, independently performs technical accounting, reconciliation and audit duties in the maintenance of Agency contracts, purchases, obligations and expenditures:

  • Prepares and files CODs with the Comptroller's office.
  • Audits contracts for totals, legal status, dates, award codes and signatures.
  • Checks appropriation account to ensure there is adequate funding for obligations.
  • Verifies the contents of contracts are within state regulations.
  • Maintains established accounts on a complex accounting system for both state and federal grants.
  • Audits, prepares and posts contract obligations to Accounting Information System and Statewide Accounting Management System then file with the State Comptroller.
  • Maintains complex database for all agency obligations, contracts, purchase orders, CODs, BEP, SBSA, and contract release orders.
  • Verifies totals and signatures and verifies for appropriateness and adequate funding.

 

2.  Independently performs complex accounting and auditing work involving establishment, maintenance and reconciliation of appropriations and obligations:

  • Prepares and maintains routine budgetary reports and statements to assist in Agency budgetary controls.
  • Prepares budget forms on contracts and obligations required by GOMB and the General Assembly.
  • Conducts financial analysis and required studies in the formulation and monitoring the Agency financial status by appropriation.
  • Notifies supervisor of projected surpluses, deficits and recommends corrective action.

 

3.  Audits and maintains expenditure accounts for expenditure transactions:

  • Maintains support and detailed information on expenditures and obligations.
  • Compiles data and prepares financial reports reflecting expenditures, projections, and balances.
  • Reconciles agency records on contracts and obligations with the Comptroller's and Agency accounting systems, making corrections as necessary with appropriate audit trail.

4.  Maintains Agency central file for all obligations, contracts, purchase orders, contract release orders, CODs and affidavits:

  • Distributes documents to appropriate Agency staff statewide.

 

5.  Verifies voucher information for completeness and accuracy:

  • Verifies totals and signatures.
  • Reviews for propriety of purchase and compliance with State regulations.
  • Verifies appropriateness and adequate funding level to process expenditures.
  • Posts expenditure to automated accounting system.
  • Checks appropriation, fund balances, and encumbrances for documents to be entered.
  • Provides for easy retrieval of source documents.

 

6.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
 

Minimum Requirements

1.  Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

 

Preferred Qualifications

  1. Prefers two (2) years of experience in the ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems.
  2. Prefers two (2) years of experience in the ability to evaluate accounting problems or moderate difficulty and to analyze and interpret less complex accounting records and reports.
