About the position

Under general supervision, plans, prepares and manages the Illinois State Police (ISP), Division of the Academy and Training's annual budget. Prepares Material Request Forms, Procurement Justification Forms, Small Business Set Aside Waivers, Contract Checklists, Procurement Business Cases, Contracts, Basic Ordering Agreements, and other related documents. Reviews invoices against packing slips for accuracy and to ensure goods and/or services were received. Prepares detailed accounting ledgers and posts expenditures to the appropriate funding source.

Job Responsibilities

35% 1. Plans, prepares and manages the ISP, Division of the Academy and Training's annual budget. Reviews and makes adjustments to the requested budget submission to reflect the appropriated allotments and prepares the spending projections for monthly variance reports. Prepares and adjusts budget to accommodate special projects. Identifies budget shortfalls and makes recommendations to the Deputy Director's Office. Ensures all fiscal procurements are in compliance with Statewide Accounting Management System (SAMS) requirements, state laws, and regulations as promulgated by the Department of Central Management Services.

25% 2. Prepares Material Request Fonns, Procurement Justification Fonns, Small Business Set Aside Waivers, Contract Checklists, Procurement Business Cases, Contracts, Basic Ordering Agreements, and other related
documents needed to establish obligation numbers and authority numbers for the Division of the Academy and Training's cost centers.

15% 3. Reviews invoices against packing slips for accuracy and to ensure goods and/or services were received. Invoices involve complex billings for the Academy, Pawnee, and Quartermaster Facilities, food services, linen services, K-9 Program, breath testing support and other related expenditures. Prepares invoice vouchers for payment by using the Cost Center On-Line Invoice Network System (COINS).

15% 4. Prepares detailed accounting ledgers and posts expenditures to the appropriate funding source. Ledgers include expenditures, allocations, obligations, transfers, current balances and subsidiary contract ledgers for General Revenue funds, the Illinois State Police Services Fund, and other special funds. On a monthly basis, reconciles ledgers with expenditures from OFBLook.

5% 5. Processes travel vouchers per state travel regulations. Reviews education requests to ensure the proper funding is used. Orders office supplies and completes Order for Delivery/Order for Release fonns and other fiscal documents.

5% 6.  Other duties as assigned or required.

Knowledge, Skills, and Abilities

  • Ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
  • Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately. either manually or by machine.
  • Elementary knowledge of office methods, procedures, standard office accounting machines and equipment.
  • Ability to establish and maintain satisfactory working relationships with other employees and the public.
  • This class is included as an Upward Mobility Program certificate title. Qualifying state employees, in the employee Upward Mobility Program, may complete combinations of spc;cific proficiency tests and training programs leading to a certificate of proficiency in lieu of the state requirements for this class.

Education

Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
