Job Responsibilities

30%  1. Performs professional accounting work involving the maintenance of Grant accounts, and the preparation of related financial reports and statements for the Director/Chief of Staff, Chief Financial Officer (CFO) Finance Section, Accounting and Cash Management/Grants and (Grants Accountability Transparency Act (GATA);

  • Independently prepares Grant applications
  • Gathers basic grant data by compiling payroll information and expenditure estimates
  • Prepares and maintains Grant account reports to be used by and submitted to, the Working Supervisor

25%  2. Reviews and updates an automated Grant tracking database;

  • Utilizes a personal computer to data input into the Grant database system
  • Maintenance and examination of a complex support with a variety of detailed control accounts such as Federal grants, and state funds

20%  3. Examines and reconciles general account books, records, and documents;

  • Reviews accounts, records, and documents to ensure all payroll information and expenditure estimates are processed expeditiously
  • Forwards payroll information and expenditure estimates to the Working Supervisor to ensure that expenditure of grant funds is in accordance with grant regulations, Grant Accountability Transparency Act (GATA) Administrative Rules
  • Files and retrieves information for historical and audit purposes

10% 4. Performs professional Grant accounting work in maintaining budgetary control accounts;

  • Prepares routine budgetary reports and statements
  • Assists in preparing recommendations for future budgetary needs and plans involving data analyses for Grant applications
  • Continues education through formal and in-house training
  • Confers with accounting professionals to increase knowledge of accounting practices and rules
  • Travels in performance of duties

10%  5. Assists working Supervisor with fiscal monitoring and reporting of Agency revenues, obligations, and expenditures;

  • Evaluates, prepares, and implements reports on cash flow analysis and expenditure controls
  • Examines accounting documents, records, and books
  • Submits final reports to the Unit working Supervisor

05%  6. Performs other duties as assigned or required, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

 

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

 

Knowledge, Skills, and Abilities

  1. Requires elementary knowledge of professional accounting and auditing theory, principles, methods and procedures.
  2. Requires elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
  3. Requires elementary knowledge of office methods, procedures, standard office accounting machines and equipment.
  4. Requires ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems.
  5. Requires ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
  6. Requires ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.
  7. Requires ability to establish and maintain satisfactory working relationships with other employees and the public.
  8. Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
  9. Requires the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.
