POSITION SUMMARY
The Illinois Department of Central Management Services Bureau of Property Management is seeking to hire an Accountant within it's Fiscal Division. This bargaining unit position will primarily be responsible for monitoring allocation of funds for proper appropriation, examining and reconciling general account workbooks and records, investigates and responds to Court of Claims filings, review and process all Prompt Pay Interest, and compiles data to ensure program-related facility expenses are accounted for and appropriately obligated. In addition, this position also verifies current and establishes new certification of vendors and conducts periodic reviews of the contract/obligation process and account payable process ensuring issues are addressed and adhering to accounting regulations. POSITION ESSENTIAL FUNCTIONS
- Under general direction of the Fiscal Officer (FO) and Assistant Fiscal Officer (AFO), serves as the Accountant for the Bureau of Property Management (BoPM) Fiscal Division performing professional accounting work involving the oversight and maintenance of the Bureau’s general funds.
- Independently performs complex accounting tasks and assignments.
- Prepares specialized reports using leased and state-owned consolidated property expenditures, billing, revenues, and service utilization data.
- Performs accounting work to ensure handling of vouchers are timely and accurate.
- Maintains BoPM Fiscal Standard Operating Procedures (SOP)/Standardized Work Instruction (SWI) policy documentation and incorporates ongoing revisions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in business administration and accounting or four years technical accounting experience. Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
PREFERRED QUALIFICATIONS
- Prefers extensive knowledge of professional accounting and auditing theory, principles, methods and procedures.
- Prefers three (3) years’ professional experience performing detailed work involving the application of accounting theory to routine accounting or auditing problems.
- Prefers extensive knowledge of evaluating moderately complex accounting problems and analyzing and interpreting standard accounting records and reports.
- Prefers three (3) years’ professional experience preparing comprehensive accounting reports to perform a detailed review of a high volume of financial documents in a timely and accurate manner.
- Prefers three (3) years’ professional experience in the proficiency of enterprise resource planning (ERP) software such as SAP, database management systems such as High-Performance Analytic Appliance (HANA), SAMS, Microsoft Office products such as Word, Excel, Outlook, or other comparable software.
