Position Overview
The Illinois Department of Natural Resources is seeking to hire an Accountant for the division of Fiscal Management. This position will perform accounting and auditing for the offices of Mines & Minerals and Oil and Gas Resource Management, extract financial data from the accounting system, prepare and verify statistical reports, graphs, complex financial reports and documents that are in compliance with Illinois Statutes and the Illinois Comptroller’s Act, compile data for grant applications, process Purchase/Contract Requests and track according to the grant, maintain, monitor and reconcile funds/accounts with the Office of the Comptroller and work directly with the Office of the Comptroller to resolve discrepancies. Essential Functions
- Under general supervision, independently performs professional accounting and auditing work in maintaining a complex, complete set of general account books for Mines & Minerals and Oil and Gas resource Management Funds.
- Maintains, monitors and reconciles funds/accounts with the Office of the Comptroller.
- Prepares complex, detailed monthly and yearly financial reports, statistical reports and graphs on a proprietary fund basis in accordance with governmental generally accepted accounting principles.
- Prepares budget forms for the Agency budget office, Office of Management and Budget and the State Legislature.
- Establishes and controls spending allocations for selected capital accounts and for statewide appropriations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
Preferred Qualifications
- Extensive knowledge of professional accounting and auditing theory, principles, methods and procedures.
- Working knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Working knowledge of office methods, procedures, standard office accounting machines and equipment.
- Four (4) years of experience performing detailed work involving the application of accounting theory to routine accounting or auditing problems.
- Four (4) years of experience in grant management & tracking.
- Four (4) years of experience creating & maintaining Excel spreadsheets & workbooks.
- Four (4) years of experience using Microsoft Office tools, ie, Word Excel, Power Point & Outlook.
- Four (4) years of advanced work experience working with Accounting Software.

Office of Fiscal Management
The Office of Fiscal Management develops budgets, processing payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operations procedures, to include and review of fiscally related procedures to ensure compliance with all rules, regulations, and accounting standards.
