POSITION SUMMARY

If so, the Accountant position with the Fiscal Operations Unit with the State of Illinois Central Management Services Bureau of Benefits may be the ideal position for you. This position will assist in the planning, development, and implementation of the Bureau’s programs. The ideal candidate would be a team player with the ability to prioritize workload, multiple tasks, and deadlines. This position carries a high degree of self-direction and requires a candidate with a proactive work ethic that can exercise good judgment while managing multiple support functions within the Bureau. POSITION ESSENTIAL FUNCTIONS

Under general supervision of the Fiscal Coordinator, performs professional accounting and paraprofessional auditing work involving examining and verifying program compliance monitoring procedures for the Bureau of Benefits programs.

Reviews, analyzes, examines, and verifies the accuracy and compliance of internal and external vouchers.

Researches and prepares financial statements for Accounts Receivables.

Prepares and processes Intergovernmental Fund Transfers.

Develops and drafts financial projection reports for the Bureau of Benefits.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skills, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
- Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.
PREFERRED QUALIFICATIONS
- Prefers two (2) years of professional experience with performing detailed work involving the application of accounting and auditing theory, principles, methods, and procedures.
- Prefers two (2) years of professional experience working with laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Prefers two (2) years of professional experience reviewing vouchers and preparing documentation for the payment of expenditures and/or entering contracts and obligations in accounting software.
- Prefers two (2) years of professional experience performing detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, resolving discrepancies when needed.
- Prefers two (2) years of professional experience utilizing Microsoft Word, Excel, Outlook, Access, Mainframe, and on-line applications, membership systems, and/or an online enrollment system.
- Prefers three (3) years of professional experience working in a public or private organization utilizing office procedures, standard office accounting machines and equipment.
- Prefers extensive knowledge of evaluating accounting problems of moderate difficulty and analyzing and interpreting less complex accounting records and reports.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
