POSITION SUMMARY

Department of Central Management Services (CMS) Office of Finance and Management is seeking to hire an Accountant to serve in the Accounts Payable Unit. Under general supervision, this position reviews travel vouchers and vendor invoices before approval for payment, serves as liaison between the Comptroller’s Office and Agency Bureaus for vendor certification and payment discrepancies, communicates payment information to Management and maintains Accounts Payable records. An ideal candidate will be detail oriented, have strong communication skills, and have experience with the operating systems and software used by CMS, or comparable accounting systems and software experience. POSITION ESSENTIAL FUNCTIONS

  • Under general supervision, independently examines and reconciles a high volume of complex vendor invoices before approval.
  • Communicates with Comptroller’s Office, Agency Bureaus, and vendors regarding vendor certification and payments.
  • Prepares and communicates financial information to others, distributes mail, and maintains Accounts Payable records.
  • Provides technical insights and recommendations for the development, improvement, and recording of accounting procedures and methodologies.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in business administration and accounting or four years technical accounting experience.  Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.

PREFERRED QUALIFICATIONS

  • Prefers one (1) year of professional experience in Governmental Accounting working in Accounts Payable.
  • Prefers working knowledge of laws, rules, and regulations relating to accounting or auditing procedures.
  • Prefers one (1) year of professional experience independently performing detailed reviews of complex financial documents in a timely and accurate manner to ensure compliance with Comptroller rules and guidelines and to communicate deficiencies in a concise manner.
  • Prefers one (1) year of professional accounts payable experience in enterprise resource planning (ERP) software such as Systems Applications Products (SAP), database management systems such as HANA, Statewide Accounting Management System (SAMS), or related. 
  • Prefers working knowledge of standard office accounting machines and software applications such as Microsoft Excel spreadsheet development, word processing, Outlook email, or other comparable software.
  • Prefers two (2) years’ professional experience establishing and maintaining satisfactory working relationships and dealing tactfully with controversial problems.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
