Position Description and Job Responsibilities

 

Under general supervision of the Executive I for the Public Safety Shared Services Center, performs professional accounting duties; maintains and operates Illinois Property Control system and Fixed Assets systems; prepares management accounting information; reconciles and balances equipment property control system on a quarterly basis with General Ledger; prepares fixed asset report on a quarterly basis; conduct annual property certification; conducts on-site audits of physical inventory.

 

25%     Answers high technical and complex inquiries regarding accounting requirements and practices for Property Control and Fixed Assets system and requirement; Researches documents and past practices to respond to inquiries. Recommends procedures for promoting more efficient and effective accounting methods. Responds to questions from employees in the field and central staff in areas of responsibility; keeps staff abreast of changes to process and procedures.


25%     Maintains Property Control and Fixed Assets systems; examines, reconciles and analyzes statements, reports and documents from all field locations and central office; identifies discrepancies and updates systems to add, delete and change information on each system; inputs required data to each system: reconciles both systems with State Comptroller quarterly; reconciles and balances equipment property control system on a quarterly basis with General Ledger; prepares Journal entries; prepares and reconciles quarterly fixed asset reports.


20%     Conducts on site audits of physical equipment inventory and prepares annual certification of physical equipment inventory; completes required documents for disposal of equipment; prepares report of missing property.


15%     Maintains monthly automated automotive cost reports; enters monthly fuel tickets; coordinates with field staff to close and reconcile RTA system monthly; prepares monthly reports generated from compiled information in system.

 

05%     Assists in conducting year end physical inventory; audits and verifies inventory information; assists in reviewing and auditing year end physical inventory information submitted by field staff; verifies submitted inventory tickets for completion and accuracy.

 

05%     Responds to management inquiries; gathers, compiles and researches financial records to provide responses to auditors; maintains effective interaction with the auditing entities involved with annual financial and compliance audits.

 

05%     Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Requirements

 

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience;
  • Requires elementary knowledge of professional accounting and auditing theory, principles, methods and procedures;
  • Requires elementary knowledge of the laws, rules and regulations relating to state or non-state accounting or auditing procedures;
  • Requires elementary knowledge of office methods, procedures, standard office accounting machines and equipment.
