We invite qualified applicants to apply for the position of Accountant within the Accounting Division at State Retirement Systems (SRS).  This position works in tandem with the Division Manager to assist local governmental units in the establishment of a Social Security Section 218 agreement for their employees and elected officials.  This function is primarily a liaison between the local governmental unit and the federal Social Security Administration, working through the process and proving paperwork and communications in a passthrough role.  Additionally, this position is responsible for the accuracy and completeness of the postings to the SERS (State Employees Retirement System) member accounts.  Specifically, the earnings, time worked, contributions, and service credit that make up an active member account posting are processed, analyzed, and reviewed by the staff of the Accounting Division.  Errors made in the withholding of employee or pick-up contributions by payroll offices are audited by Accounting Division staff who then take the appropriate action of billing the member for underpaid retirement contributions or refunding the member (or agency) for overpaid retirement contributions.  The ideal candidate should have strong problem-solving logic and analytical skills to follow the Section 218 processes as administered by the Social Security Administration.  Furthermore, the position requires a self-starter with good researching skills to dig into the Social Security Code and historical records and documents.  The successful candidate should have an eye for detail, be skilled in mathematics and basic accounting principles.  SRS is conveniently located on the west side of Springfield with free parking on-site.

 

Job Responsibilities

 

25%  Examines and posts proper monthly service credit of back wage claims received from the Court of Claims, Department of Central Management Services, and other administrative bodies.

15%  Examines and audits the accuracy of financial transaction data entered into the Accounting Information System (AIS) by co-workers and notifies the co-workers of any changes/corrections necessary.

10%  Organizes payroll correction forms (Form 1000) and reviews exceptions to pre-specified parameters, including back wage claims, and reciprocal accounts.

10%  Collaborates with the Division Manager to preserve the integrity and accuracy of Social Security Database.

10%  Assists the Accounting Division Manager in the administration and implementation process of Social Security agreements under Section 218 of the Social Security Act including  contact with various entities desiring coverage.

10%  Assists the Accounting Division Manager in the administration of various sections of the Internal Revenue Code involving Medicare and social security coverage.

10%  Prepares monthly report of the Social Security Unit detailing the activity of entities entering into Section 218 agreements and detailing contact with the Internal Revenue Service for submissions to the Executive Secretary.

5%   Prepares monthly reconciliations of cash receipts, expenditures, and other sources of income and expense between the Accounting Information System (AIS) and the Illinois Office of the Comptroller (IOC) reports.

5%   Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

 

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting; or
  • Requires four years of technical accounting experience.

 

Knowledge, Skills, and Abilities

  • Requires elementary knowledge of professional accounting and auditing theory, principles, methods, and procedures.
  • Requires elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
  • Requires ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
  • Requires ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.
  • Requires ability to establish and maintain satisfactory working relationships with other employees and the public.
  • Qualifying state employees in the employee Upward Mobiltiy Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
