Position Overview
The Office of Fiscal Management is seeking a professional to serve as an Accountant Advanced to work with the fiscal office in financial reporting and budget maintenance; as well as expenditure tracking and fiscal analysis assistance.
Job Responsibilities
1. Under general supervision, plans and coordinates the financial section's business operation:
- Compiles and assists in the budget preparation.
- Prepares and submits internal appropriation request documents.
- Prepares and submits requests documents from the Governor's Office of Management & Budget (GOMB).
- Researches and compiles complex and confidential budget data and plans.
- Conducts fiscal analysis and cost benefit studies.
- Reviews and advises the Fiscal Officer on the feasibility and implication of proposed projects, procedures, and policies.
2. Reviews purchases for propriety and for compliance with State regulations:
- Determines funding levels for processing expenditures and purchasing requests for regional, divisional, and administrative personnel.
- Compiles and analyzes personal service transactions for seasonal help to anticipate hiring lag and turnover savings.
- Recommends transactions to solve deficit conditions.
3. Monitors office sub-allotment allocations for major budget centers, statewide lump sum allocations and site farm lease revenues and site allotment releases in the automated accounting system:
- Plans and directs the establishment and control of spending allocations for selected capital accounts and for stateside printing, equipment, and lump sum appropriations.
- Coordinates preparation of monthly status reports of financial condition.
4. Analyzes, extracts and compiles data for federal grant application forms:
- Edits grant narratives.
- Prepares grant forms from extracted data.
- Compiles grant package submissions for grants for the Office.
- Assist the Fiscal Officer in research and development of data included in monthly reports submitted to program managers and federal agencies.
5. Establishes and controls spending allocations for se4lected capital accounts and for statewide printing, equipment and lump sum appropriations:
- Verifies requests for revenue refunds and prepares refund list vouchers for payment.
6. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting.
2. Requires two years of professional experience in accounting, external auditing, budgetary planning and control of public accounting.
Knowledge, Skills and Abilities
1. Requires extensive knowledge of accounting and auditing theory, principles, methods and procedures.
2. Requires extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
3. Requires working knowledge of office methods, procedures, standard office accounting machines and equipment.
4. Requires ability to prepare comprehensive accounting reports.
5. Requires ability to determine violations and noncompliance with the law and to detect and explain significant irregularities.
6. Requires ability to review detailed work including written or numerical data and to make calculations rapidly and accurately.
7. Requires skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records.
8. Requires ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
