Position Overview
As an Accountant Advanced in the Office of Finance, within the Office of the Director; serves as an assistant to the Accounts Payable Accountant Supervisor. Serves as back up liaison for the Agency with the Office of the Comptroller in error resolution or when information is requested. Monitors staff responsibilities for fiscal control activities, such as, verifying all transactions are compliant with rules, regulations, and procedures established by the Agency, the Office of the Comptroller, Department of Central Management Services, the Governor's Travel Control Board, and other regulating agencies. Supports preparation of a variety of financial reports for management purposes, budgeting, and statutory reporting requirements, and coordinates with vendors and cost centers in problem resolution and response to inquiries. Reconciles encumbrances reports with agency accounting system reports to assure transactions have been properly posted to the system and assists and advises cost center’s staff with error resolution. Drafts the completion of the Departmental Response for cases processed through Illinois Attorney General’s Office.

Essential Functions
- Upon direction from Supervisor, communicates with the Office of the Comptroller regarding any voucher modifications and coding or procedural questions.
- Serves as designated Lead Worker.
- Assist in providing training and technical accounting assistance to staff.
- Assists in preparation of material for status reports and fiscals bulletins.
- Serves as back-up liaison between the Office of Finance, cost centers’ accounting staff, and the Agency’s automated accounting system in requesting additional funds for encumbrances and error resolution and for projection of budget deficiencies and surpluses.
- Assists in processing Court of Claims invoices not paid within the constraints of the fiscal year.
- Research and supplies Supervisor appropriation expenditure adjustments and maintains related ledgers for all agency refunds and returned warrants.
- Preforms other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completions of fours years of college, with courses in business administration and accounting.
- Requires two years of professional experience in accounting, external auditing, budgetary planning and control of public accounting.
Preferred Qualifications
- Requires one (1) year of experience in accounting and auditing theory, principles, methods, and procedures.
- Requires one (1) year of experience working with laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Requires one (1) year of experience working with office methods, procedures, standard office accounting machines and equipment.
- Requires one (1) year of experience performing detailed work involving the application of accounting theory to routine accounting or auditing problems.
- Requires one (1) year of experience evaluating accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
- Requires one (1) year of experience performing detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.
- Requires one (1) year of experience establishing and maintaining satisfactory working relationships with other employees and the public.
