Position Overview
Under direction, of the Accountant Supervisor, independently performs complex accounting and auditing work in the centralized fiscal unit for the Office of Health Protection for federal and state funds within each Division; coordinates interaction between accounting staff and Office of Finance and Administration staff; prepares, examines, reconciles, analyzes complex statements and reports; participates in training lower level accounting staff. Serves as lead worker.
Job Responsibilities
- Maintains official accounting records for the Office of Health Protection funds and ensures compliance with Agency’s Accounting Rules and the Comptroller’s Statewide Accounting Management System.
- Assists the Fiscal staff in the maintenance of the Office of Health Protection’s official accounting records for all operation lines which include personal services, contractual services, travel, commodities, printing, equipment, telecommunications, operation of auto and lump sums.
- Monitors obligations and expenditures.
- Serves as lead worker to lower level accounting staff.
- Assists in training of accounting staff and develops and maintains standard operating procedures for accounting processes and procedures.
- Prepares, examines, reconciles, and analyzes complex statements and financial reports.
- Assists fiscal staff in the completion of accounting forms, including but not limited to freeze forms, requisitions, travel requests, membership approvals and service procurement and contracting checklist.
- Performs other duties as assigned or required which are reasonably within the scope of those enumerated above.
Knowledge, Skills and Abilities
- Requires knowledge, skill and mental development equivalent to completion of four years college with courses in business administration and accounting.
- Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
