Job Overview
The Illinois Environmental Protection Agency is seeking to hire an Accountant Advanced, under the general direction of the Post-Construction Unit Supervisor. The Accountant Advanced serves as a financial specialist supporting the Illinois EPA’s State Revolving Fund (SRF) Program. This role independently performs complex accounting and auditing functions to ensure financial capability for SRF loan applicants. Maintain financial records for SRF projects, including Clean Water and Drinking Water programs. Serve as liaison to SRF program staff, Bureau of Water, and external stakeholders, providing financial analysis and guidance. Support audits and respond to inquiries from internal and external entities regarding SRF financial transactions.

Essential Functions
- Serves as the Financial Capability Analyst for the Illinois Environmental Protection Agency (Illinois EPA), Bureau of Water (BOW), Infrastructure Financial Assistance section (IFAS), under the Post-Construction Unit, responsible for the construction of Public Drinking Water and Wastewater facilities.
- Monitors Drinking Water and Wastewater funding agreements in the Loan and Grant Tracking System (LGTS) for Post-Construction Unit.
- Works with loan applicants and recipients on coverage issues, user rate adjustments or other revenue increases necessary to maintain an ability to repay the loan.
- Provides assistance to borrowers with compilation of any loan related financial data necessary for the borrowers to meet the requirements of local audits.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting.
- Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
Preferred Qualifications (In Order of Significance)
- Prefers extensive knowledge of accounting and auditing principles.
- Prefers extensive knowledge of laws, rules, and regulations relating to state accounting or auditing procedures.
- Prefers working knowledge of office methods procedures standard office accounting software and equipment.
- Prefers ability to prepare and review comprehensive accounting reports.
- Prefers ability to determine violations and noncompliance with the law and to detect and explain significant irregularities.
- Prefers ability to review detailed work to make including written or numerical data and calculations rapidly and accurately.
- Prefers skill and ability to evaluate and analyze accounting problems and interpret more complex accounting records.
- Prefers ability to establish and maintain relationships with internal and external stakeholders.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Suites and accounting software.
