Position Overview
The Office of Fiscal Services is seeking to hire an Accountant Advanced for the Bureau of Revenue Management and Federal Reporting located in Springfield, Illinois to independently performs professional accounting functions in the Federal Reporting Discretionary/Special Grant area, and auditing functions involved in the preparation, verification, and reconciliation of quarterly expenditure data for federal claim reports with relation to the Administration for Children and Families (ACF) federal grant funds. This position prepares, verifies, and analyzes the quarterly expenditure data for federal claim reports relating to the Administration for Children and Families (ACF); assists by developing and verifying information for the Cost Allocation distributions of expenditure pool to quarterly expenditures; develops, designs, and processes the reports from the State Accounting System, used for claiming administrative expenditures to the federal government; develops, prepares, verifies, and reconciles the accountability of the complex quarterly financial reports for Federal matching and Federal Financial Participation (FFP) expenditures, including the operation of claims enhancement, exploratory sampling for claims enhancements and the establishment of sampling designs for Federal and State audit exceptions; prepares internal auditing functions in the analysis and reconciliation of complex monthly expenditure data contained in the State Accounting System reports relative to federal reimbursement; independently analyzes, reviews, and prepares for completion, the expenditure/claim data contained on the quarterly federal reports; and completes expenditure/claiming data contained on quarterly federal reports.
Essential Functions
- Independently performs professional accounting functions in the Federal Reporting Discretionary/Special Grant area, and auditing functions involved in the preparation, verification, and reconciliation of quarterly expenditure data for federal claim reports with relation to the Administration for Children and Families (ACF) federal grant funds.
- Assists by developing and verifying information for the Cost Allocation distributions of expenditure pool to quarterly expenditures.
- Develops, designs, and processes the reports from the State Accounting System, used for claiming administrative expenditures to the federal government.

- Independently analyzes, reviews, and prepares for completion, the expenditure/claim data contained on the quarterly federal reports.
- Completes expenditure/claiming data contained on quarterly federal reports.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, with courses in business administration and accounting.
- Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
Work Hours: 8:00am - 4:30pm, Monday - Friday; 1-hour unpaid lunch
