Position Overview:

The IELRB is seeking to hire an Accountant to perform a variety of fiscal and accounting duties while reporting directly to the agency’s Chief Fiscal Officer. The job includes assisting the CFO with the preparation of the agency’s budget by compiling financial documents for review, creating financial spreadsheets and drafting proposals for submittal to the Illinois State Legislature and the Governor’s Office of Management and Budget. The position involves imputing program expenses, employee payroll, equipment charges, and reconciling financial entries as some of the basic duties. The Accountant would be required to learn, process and manage electronic payroll systems, timekeeping systems and state purchasing systems. The employee would prepare invoice vouchers for agency purchases, manage the record of expenses and assist the CFO with the agency audit. This position offers a variety of accounting responsibilities that require the employee to interact with multiple contacts in and outside of state government. It calls for a person with great interpersonal skills and the ability to understand fundamental accounting principles. The work environment is diverse and suited for someone seeking to learn and master new skills through business challenges. Essential Functions

  • Under general supervision of the Chief Fiscal Officer, (CFO), independently performs professional accounting and auditing work involving the maintenance of agency funds and the preparation of related financial reports and statements.
  • Assists the CFO in preparing routine budgetary reports and statements including, various spreadsheets for submittal to Governor’s Office of Management and Budget (GOMB), budgetary ISL forms for submittal to legislative budget committees, management budget book for testimony by Board Chair and Executive Director.
  • Prepares staff payroll for approval by CFO, coordinates approval of payroll in the absence of the CFO and serves as liaison to the agency staff and Comptroller in payroll related matters.
  • Serves as Property Control Officer and liaison to Central Management Services (CMS) Property Control Division for the Enterprise Resource Planning (ERP) systems to manage all agency property inventory, including coordinating the removal of outdated and unused agency property to CMS surplus; inventory tagging all property including computer hardware components.
  • Maintains, examines and reconciles general account books, records and documents.
  • Assists CFO with external agency audit by gathering necessary documents files and information for submittal to auditors; drafts preliminary responses to audit questions for CFO review.

 

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

Preferred Qualifications

  • Prefers two years of responsible professional accounting experience in public or business organization.
  • Prefers working knowledge of office methods, procedures, standard office accounting machines and equipment.
  • Requires ability to perform detailed work involving written or numerical data and make arithmetical calculation rapidly and accurately, either manually or by machine.
  • Prefers working knowledge of creating, developing and processing Microsoft Excel spreadsheets.
  • Prefers working knowledge of Microsoft Word.
  • Prefers ability to identify and evaluate accounting issues and collaborate with non-accounting staff to resolve such issues.

  • Requires completion of a background check and self-disclosure of criminal history.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency

The IELRB is the state agency responsible for administering the Illinois Educational Labor Relations Act (IELRA), which establishes the right of educational employees to organize and bargain collectively. Some of the methods the IELRB employs to protect these rights include conducting on-site ballot elections to determine educational employees’ preferences regarding union representation; certifying and clarifying bargaining units; investigating unfair labor practice charges; ruling on unfair labor practice charges; and conducting hearings and issuing formal decisions to decide labor disputes between educational employees and their employers. The IELRB utilizes a three-tiered adjudicatory process: all initial cases are reviewed and decided by the agency Executive Director; all hearings are conducted and decided by one of the Board Agents; and all appeals and final orders are heard and decided by the agency’s five-member Board.
