Position Overview

This position serves in the Office of Fiscal Management in fiscal operations for the Financial Reporting Division to organize, plan, execute, control, and supervise staff in the Central Deposit Section.  Receives, records, deposits, reconciles, and reports all revenue and cash receipts for all Department funds.  

Job Responsibilities

1.    Organizes, plans, controls and evaluates the security, processing and depositing of checks, cash and money orders into the Department's revenue funds:

  • Serves as liaison to the Office of the Comptroller and the Treasurer's Office regarding the deposits of income into the State Treasury.
  • Analyzes and evaluates accounting systems for effectiveness.
  • Reviews all remittances.


2.    Serves as working supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Prepares and signs performance evaluations


3.    Maintains ledgers of revenues, cash and cash equivalents transmitted to the IL Treasurer's clearing account by fund type and category:

  • Maintains ledgers of direct federal deposits to Treasurer.
  • Reconciles revenues and receipts by fund.
  • Reconciles drafts received from the Treasurer.
  • Prepares transmittals to the IL Comptroller for the order of money into the proper fund and account number.


4.    Organizes, plans, controls and evaluates the Revenue Accounting/Tracking system which tracks revenues and cash receipts:

  • Prepares and submits reports and reconciles to the Comptroller's monthly revenue status.
  • Provides guidance and directs the development, modification and application to the Revenue Accounting/Tracking System.
  • Processes all deposits and establishes all revenue codes in SAP accounting system.
  • Tracks and reconciles all revenues, cash receipts, and accounts receivables for the Agency.


5.    Reviews and approves subordinates staff pre-audit of deposit documentation:

  • Determines, investigates and reports any irregularities.
  • Plans for and assists in internal/external audits on revenue/deposit functions.
  • Conducts on-site evaluations of revenue and cash receipt procedures to correct any deficiencies in internal controls for revenues and receivables.


6.    Tracks returned checks by the IL Treasurer to assure all attempts are made to collect:

  • Implements the State Debt Collection Act for the Department.
  • Maintains source documentation.
  • Coordinates submission of forms and documentation to the IL Comptroller for involuntary withholding transactions.
  • Processes offset claim checks and serves as liaison to the Comptroller, Debt Collection Board and private collection agencies.


7.    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years college, with courses in business administration and accounting.
  2. Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

  1. Two (2) years of extensive knowledge of accounting and auditing theory, principles, methods, and procedures.
  2. Two (2) years of extensive knowledge of laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
  3. One (1) year of experience determining violations and noncompliance with the law and to detect and explain significant irregularities.
  4. One (1) year of experience supervising a staff of subordinates engaged in general accounting, budgeting, or external auditing activities.
