Position Overview 

 

The Illinois Department of Transportation is seeking to hire an Accountant Supervisor in the Bureau of Construction.  This position supervises and reviews the work of accounting personnel who are responsible for maintenance of payment records and files, compiling information for awarding and maintaining payment functions, and auditing change authorizations and maintenance of various logs and ledgers on highway construction contracts.

Essential Functions

  • Supervises accounting staff who are responsible for maintenance of payment records and files, compiling information for awarding and maintaining payment functions, and auditing change authorizations and maintenance of various logs and ledgers on highway construction contracts.
  • Audits final payment requests for highway projects statewide and reviews contracts, related correspondence, and pay packets to ensure appropriate credits have been made and final payments are in accordance with contract specifications.
  • Audits progress payment estimates, including material allowances, from the construction payment system for quantities completed to date, and either approves for payment or reruns after revising any incorrect information.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years college with courses in business administration and accounting.
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

  • Prefers extensive knowledge of accounting and auditing theory, principles, methods and procedures.
  • Prefers extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
  • Prefers working knowledge of office methods, procedures, standard office accounting machines and equipment.
  • Prefers ability to prepare comprehensive accounting reports.
  • Prefers ability to determine violations and noncompliance with the law and to detect and explain significant irregularities.
  • Prefers ability to review detailed work including written or numerical data and to make calculations rapidly and accurately.
  • Prefers skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records.
  • Prefers ability to supervise a staff of subordinates engaged in general accounting, budgeting or external auditing activities.
  • Prefers ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
