POSITION SUMMARY

CMS Office of Finance and Management is looking for a candidate to fill the positions of Accounting Operations Manager, under general direction of the CMS Comptroller.  The Accounting Operation Manager performs a wide variety of highly complex, advanced level duties to facilitate executive management decisions regarding CMS Accounting Policies.  This position is responsible for conceptualization, development and implementation of financial management practices.  The Accounting Operations Manager works closely with the CMS Comptroller, CMS Chief Financial Officer (CFO), the Illinois Office of the Comptroller (IOC), the Office of the Auditor General (OAG) and other entities requiring financial and accounting information and coordination. 

POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the CMS Comptroller, serves as the Accounting Operations Manager monitoring to ensure the accurate and timely completion of all accounting transactions and reporting.
  • Performs qualitative and quantitative analysis of program operations utilizing mainframe, enterprise resource planning (ERP), and other accounting and financial software applications.
  • Directs financial and accounting policy for the agency, and reports on the accounting and financial operations of CMS programs and funds to facilitate executive management decisions.
  • Represents CMS Accounting in the planning and implementation and ongoing use of the statewide financial ERP system.
  • Critiques and confers with the CMS’s Executive Offices, Bureau Fiscal Officers, and fiscal staff on accounting, financial reporting, and revolving fund management issues.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, with significant coursework in accounting.
  • Requires three years of progressively responsible administrative experience in accounting or financial audit.
  • Requires applicant to be registered or licensed as a Certified Public Accountant (CPA).
  • Requires three years of professional supervisory experience

PREFERRED QUALIFICATIONS

  • Prefers five (5) years of professional experience working with accounting theory, principles, methods, and procedures. 
  • Prefers five (5) years of professional experience working with laws, rules, and regulations relating to state or non-state accounting procedures. 
  • Prefers five (5) years of professional experience & expertise in working with office methods, procedures, and standard office software packages (Microsoft Outlook, Access, Excel, Word, etc.). 
  • Prefers five (5) years of professional experience working independently on projects, analyses, and reports. 10%
  • Prefers three (3) years of professional preparing financial reports in accordance with General Accepted Accounting Principles (GAAP). 
  • Prefers three (3) years of professional experience working with Systems, Applications & Products (SAP) in Data Processing. 
  • Prefers three (3) years of professional experience developing and revising difficult accounting procedures, methods, and techniques. 
  • Prefers three (3) years of professional experience evaluating difficult accounting problems and to analyze and interpret extensive complex accounting records and reports. 
  • Prefers five (5) years of professional experience directing, training, and coordinating the activities of subordinates engaged in accounting activities.

CONDITIONS OF EMPLOYMENT

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
