About the Position

The Illinois Department of Insurance is seeking to hire an Administrative Assistant II to serve as a staff assistant to the Deputy Director of the Enforcement/Investigations Division. This position assists in the development and implementation of Division policies and procedures related to the regulation of insurance producers, companies, and other related entities operating in the State of Illinois; monitors and reviews state and federal legislation and regulations, controversial court cases and insurance trends and issues affecting the agency; performs detailed analysis of various types of insurance data collected from insurers, analyzes data collected from wide ranging investigations of insurance producers and companies to assist in identifying and determining the level of possible violations of the Illinois Insurance Code; works with the Agency Training Coordinator to develop, prepare and maintain training materials and manuals for the Division; conducts reviews and edits of Enforcement examination and investigation reports prior to final review and acceptance by supervisors. Job Responsibilities

1. As a staff assistant, assists in the development and implementation of Enforcement/Investigations Division policies and procedures related to the regulation of insurance producers, companies, and other related entities operating in the State of Illinois to improve efficiency and accuracy of sensitive and controversial data analysis:
     • monitors and reviews state and federal legislation and regulations, controversial court cases and insurance trends and issues affecting the agency,
     • reviews and interprets new and revised legislation introduced by the Illinois General Assembly, model laws and regulations promulgated by the National Association of Insurance Commissioners (NAIC) and controversial court cases regarding enforcement policies and procedures,
     • assesses the impact of state and federal legislation and regulations affecting enforcement issues in Illinois,
     • conducts extensive and complex research of proposed recommendations for Department actions, insurance industry issues and trends, and NAIC activities,
     • conducts extensive research regarding the interpretation of federal mandates and impacts to the operations of the Department,
     • conducts extensive and complex research of the Illinois Insurance Code, rules and regulations, prior Department positions and regulatory activities of other states,
     • serves on internal and external task forces, working groups and committees.

2. Conducts reviews and edits of Enforcement examination and investigation reports prior to final review and acceptance by supervisors:
     • assists supervisors in coordinating and providing training to staff on administrative policies, guidelines and procedures and related issues such as new laws and statutory requirements.

3. Works with the Agency Training Coordinator to develop, prepare and maintain training materials and manuals on administrative policies and procedures and insurance related issues such as new laws and statutory requirements for the Division:
     • conducts research and performs analysis of confidential and complex data collection to assist the Deputy Director,
     • develops and maintains compliance materials for insurance industry members,
     • assists Deputy Director with confidential employee files, including employee evaluations, discipline, grievances, etc.

4. Performs detailed analysis of various types of insurance data collected from insurers, analyzes data collected from wide ranging investigations of insurance producers and companies to assist in identifying and determining the level of possible violations of the Illinois Insurance Code:
     • advises of methods, procedures, and techniques to improve the efficiency and accuracy of sensitive and controversial analysis to better serve the Department,
     • interacts with information technology staff in administering electronic database systems and internet and intranet applications.

5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public or business administration.
2. Requires two (2) years of professional experience in a public or private organization, preferably in an insurance field.

Preferred Qualifications

1. Prefers two (2) years professional experience working with the Illinois Insurance Code, specifically all statutes and regulations related to regulating and licensing individuals licensed by the Illinois Department of Insurance.
2. Prefers two (2) years professional experience establishing public contacts and maintaining satisfactory working relationships with agency officials and outside organization representatives.
3. Prefers two (2) years professional experience exercising sound judgement in analyzing, appraising, evaluating, and solving problems of a difficult procedural, organizational, administrative, and technical nature.
4. Prefers two (2) years professional experience exercising a high degree of initiative and resourcefulness in the development and completion of work projects.
5. Prefers two (2) years professional experience organizing facts and findings, and presenting such information in clear and logical form, orally or in written form.
6. Prefers two (2) years professional experience in reviewing and evaluating legislation and regulations.
7. Prefers two (2) years professional experience developing, drafting, and delivering written and oral reports.
8. Prefers two (2) years professional experience in the use of computer word processing, database, and spreadsheet applications.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including, but not limited to, licensing and educating insurance agents, investigating Workers Compensation fraud, and examining the operations and finances of insurance companies domiciled in the state.
