Position Overview
Subject to approval of the Deputy Director of Construction, this position provides strategic leadership and direction for the design and construction of capital improvement projects for the State of Illinois. The position focuses on policy, strategy and organizational management to ensure Professional Services unit delivers the state construction programs in an efficient, effective and accountable manner. The core responsibilities include directing project design plan reviews and annual using agency capital need surveys and directing project estimating services and in-house design services. Leads Capital Development Board's (CDB's) various sustainability and energy efficiency initiatives.
Essential Functions
- Administers the Budget Survey process for proposed capital improvements for client agencies including site inspections, scopes of work, budgets and schedules.
- Administers the Design Review process for the review of project bidding documents including plans, specifications, estimates and code analyses submitted by outside consultants.
- Supervises a staff of Senior Technical Specialists, and Technical Specialists in their various options of expertise and supervises and oversees the CDB Art-in-Architecture (AIA) Program and Executive II/AIA Manager.
- Oversees the development of the States Energy Codes including serving as the Chair of the Illinois Energy Conservation Advisory Council, collaborating with industry partners and technical advisors on Illinois specific requirements, working with the Board, Governor's Office and JCAR on the creation and modification of administrative rules.
- Provides reports, delivers presentations and represents CDB at executive meetings, legislative hearings and stakeholder events, in which travel may be required.
- Coordinates with the Capital Programs Administrator and the Construction Administrator and other divisions to deliver timely and accurate technical support.
- Addresses complex or escalated issues with architects, engineers, contractors and client agencies that cannot be resolved at staff level; may require in person meetings with some travel required.
- Administers the in house design process overseeing the professional staff in the preparation of construction documents, estimates and schedules.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelor's degree in engineering or architecture.
- Requires ten (10) years' experience in the design of new buildings or major building renovations.
- Requires two (2) years' experience supervising professional staff.
Preferred Qualifications
- Professional licensure as an architect or engineer.
- Prefers two (2) years' experience managing the expectations of stakeholders, including clients, construction industry professionals, government agencies and construction regulators.
- Prefers two (2) years' experience developing and delivering presentations, briefings, reports, training and updates to executive leadership and staff.
- Prefers two (2) years' experience with office software packages including Microsoft Office, and virtual meeting platforms including Cisco Webex.
- Prefers working knowledge of construction industry software including PrimaveraP6, MS Project, Smartsheet or Procore, construction industry BIM or CAD solutions such as AutoCAD, BIM, Revit, or Bluebeam.
- Prefers working knowledge of asbestos regulations and LEED certification requirements.
Conditions of Employment

- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate driver's license.
- Requires ability to stand, walk, walk on uneven surfaces, balance stoop, kneel, climb stairs and ladders and maneuver in
tight spaces, all in varying weather conditions. - Requires ability to work outside of normal business hours.
- Requires the use of an agency supplied cell phone and computer equipment.

occupanUemployee to file a Statement of Economic Interest. This Illinois Governmental Ethics Act (51LCS
420/4A et seq) requires certain states officials and employees to file annual Statements of Economic Interest with the Office
of the Secretary of State that will be made available for examination and copying by the public. All
employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic
Interest with the Executive Ethics Commission. (see Executive Order 15-09) Fines and penalties

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
