Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Agency Technology Service Requester (ATSR). This position will serve as a liaison with the Department of Innovation and Technology (DoIT) and external vendors regarding system issues and service requests. This position will also function as the OSFM IT liaison, coordinating all hardware and software needs with the Department of Innovation and Technology (DoIT) and external vendors. As the Telecommunications Coordinator, this position is responsible for all agency telecom needs. The successful, goal-oriented candidate possesses a passion for Information Technology and the desire to improve and streamline agency IT operations. As the OSFM ATSR and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits, and a pension plan. Essential Functions

  • Serves as the Office of the State Fire Marshal (OSFM) Agency Technology Service Requester (ATSR), acting as the agency’s authorized submitter for all requests for information technology products and services.
  • Serves as the statewide authority for OSFM Telecommunications, reviewing agency IT/Telecom service requests to certify compliance with DoIT, procurement, and agency guidelines.
  • Serves as Agency Information Technology Liaison.
  • Establishes, implements, and monitors policies and procedures to meet agency needs in alignment with overall statewide standards.
  • Provides internal support for OSFM equipment such as multi-function machines and document management software and scanners.
  • Tracks and maintains IT equipment purchased by the OSFM.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

 

Specialized Skills

 

  • Requires one (1) or more years serving as a state agency ATSR; OR state agency Telecom Coordinator.
  • Requires one (1) or more years prior experience working in Service Now ticketing request software.

Preferred Qualifications

  • Prefers two (2) or more years serving as a state agency ATSR or in an IT liaison capacity.
  • Prefers two (2) or more years of experience serving as an agency telecom coordinator or in a public sector telecom capacity.
  • Prefers an associate or bachelor’s degree in an IT related field (i.e. computer science).
  • Prefers two (2) or more years of experience working in Service Now software request system or other IT ticketing system.
  • Prefers two (2) or more years of experience managing the procurement of IT hardware, software, and/or professional services in a public or business organization.
  • Prefers two (2) or more years of experience conducting program activities in the information technology area of a public or business organization.
  • Prefers prior experience working in a project management tracking system.
  • Prefers one (1) or more years of experience tracking inventory.
  • Prefers four (4) or more years of experience utilizing Microsoft Office Suite programs; such as, Microsoft Word, Excel, Outlook, PowerPoint, and Teams.

Conditions of Employment

  • Requires a current and valid State ID.
  • Requires the ability to pass a background check and self-disclosure of criminal history.
  • Requires the ability to travel with overnight stays as appropriate.
  • Requires the ability to pass drug screening.
  • Overtime is a condition of employment and you may be requested to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply 1employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
