POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Human Resources Office is seeking to hire an Agency-wide Timekeeping Administrator (HR Specialist - Merit Comp). This position will be responsible for the oversight of all timekeeping transactions for the agency. The person selected for this position will work closely with agency staff to ensure all policies, procedures and collective bargaining agreements are followed as it relates to timekeeping as well as to the Personnel Code and Personnel Rules. The ideal candidate must have the ability to work independently to ensure critical deadlines are met; the ability to multi-task as many priorities will be occurring simultaneously; must have the ability to demonstrate attention to detail as timekeeping transactions affect employee pay. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Employee Experience Manager, serves as the Department of Central Management Services (CMS) Agency-wide Timekeeping Administrator.
  • Serves as liaison between Payroll and HR Internal Personnel.
  • Provides technical and non-technical support to CMS timekeeper.
  • Provides guidance and support to outside agencies with statewide timekeeping policies and procedures.
  • Administers the CMS outside employment process and new employee orientations.
  • Serves as IT and office automation coordinator for the office of HR Internal Personnel as well as to the Bureau of Personnel to develop and modify forms that can be replicated on personal computers.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college preferably with coursework in business, human resources, or public administration.
  • Requires two years of professional human resources experience in timekeeping.

PREFERRED QUALIFICAITONS

  • Prefers one (1) or more years of professional experience reviewing and interpreting collective bargaining agreements.
  • Prefers one (1) or more years of professional experience using personnel related systems and software.
  • Prefers six (6) or more months of professional experience developing or implementing training plans or curricula for a large organization.
  • Prefers six (6) or more months of professional experience in gathering data and creating reports.
  • Prefers six (6) or more months of professional experience in implementing policies and procedures.
  • Prefers some college.

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires ability to travel.
