Then consider working for the Illinois Department of Revenue. We are hiring an Appraisal Specialist III for our Property Tax Division located in Springfield, IL. This position is responsible for performing complex individual property appraisals of local real property for ad valorem assessment purposes, analyzing State assessment programs for state assessed properties as well as serving as a technical advisor to various stakeholders concerning assessment of property. Essential Functions
- Under general direction, performs complex individual property appraisals of local real property for ad valorem assessment purposes.
- Analyzes policy and procedures used in State assessment programs for state assessed properties.
- Serves as liaison and technical advisor to various stakeholders concerning assessment of property.
- Serves as a lead for system testing.
- Performs research and advisory functions regarding the analysis, revision, and installation of appraisal standards and techniques in the field of real property appraisal and assessment.
- Conducts training seminars and home study exams for local assessing officials and others seeking certification or a better understanding of the property tax assessment process.
- Serves as an advisor to lower-level Appraisal Specialists and serves as backup to other Appraisal Specialist III staffs in the area.
- Drafts publication material and prepares reports.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and metal development equivalent to completion of four years of college with coursework in taxation, economics, mathematics, public or business administration.
- Requires three years of progressively responsible professional experience in the valuation and appraisal of real and personal properties.
Preferred Qualifications
- Three (3) years of experience working with state property tax laws and assessment and equalization principles and techniques.
- Two (2) years of experience working with local government administration and interrelationships between state and local agencies.
- Three (3) years of experience explaining and interpreting appraisal, assessment, equalization procedures, and administration procedures to local and State tax officials.
- Two (2) years of experience analyzing sources of information concerning economic factors utilized in establishing property valuation and assessments.
- Two (2) years of experience composing and preparing information for appraisals or assessments or tax manuals in accordance with State statutes.
- Three (3) years of experience preparing training materials and applying training techniques and proceedings in a classroom setting.
- Three (3) years of experience applying research methods and techniques to the analysis of complex financial and statistical data.
- One (1) year of experience directing or mentoring other employees.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighting up to 10 pounds.
- Requires the ability to climb ladders and reach above shoulder level.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
