Position Overview
The Office of Illinois Works is focused on creating equitable and inclusive job opportunities within the State of Illinois, along with creating a viable and sustainable workforce pipeline in the construction and trade industries. The Apprenticeship Initiative Manager is responsible for leading the compliance program within an assigned portfolio of state agencies. This position is in the Springfield, IL office and serves as the main point of contact for state agencies and contractors providing guidance, training, and technical assistance while also enforcing compliance requirements. This position is an exciting opportunity for someone who enjoys leading programs while working in a challenging and fast-paced environment. The ideal candidate will be knowledgeable in construction project management and experienced in delivering training and technical assistance and creating/ delivering presentations. Essential Functions
- Under general direction, performs professional duties representing the State of Illinois by assisting the Senior Apprenticeship Program Manager over the Illinois Works 10% and 5% Apprenticeship requirement compliance.
- Receives, processes, reviews, and makes initial determinations on Illinois Works 10% and 5% Apprenticeship grantee and contractor paperwork and required supporting documents.
- Develops, maintains, and implements internal deadlines, ensuring timely processing of tasks and acts as central point of contact for Illinois Works 10% and 5% Apprenticeship reporting.
- Serves as team leader for the Apprenticeship Compliance Section by providing support, coaching, and collaboration.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
- Two (2) years of experience in compliance administration including enforcing compliance requirements and evaluating project/program data.
- Two (2) years of experience leading an apprenticeship-related program for a public or private organization.
Preferred Qualifications
- Prefers two (2) years of experience in compliance administration including enforcing compliance requirements and evaluating project/program data.
- Prefers two (2) years of experience leading an apprenticeship-related program for a public or private organization.
- Prefers two (2) years of experience with construction project management.
- Prefers two (2) years of experience reviewing and interpreting federal and state policies, procedures, and statutes related to an Apprenticeship Initiative or capital construction projects.
- Prefers two (2) years of experience reviewing, analyzing and revising business processes and procedures to increase the quality of outcomes.
- Prefers two (2) years of experience interacting with, communicating and presenting in verbal and/or written form with internal and external stakeholders.
- Prefers two (2) years of experience serving as a team leader and providing training to staff.
- Prefers intermediate level skills in Microsoft Office Software and SharePoint to document workflow and generate reports.
Conditions of Employment

- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver’s license.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
