Position Overview
Under the direction of the Deputy Director of Construction for the Capital Development Board (CDB), the incumbent serves as the Assistant Deputy Director in all areas of the Division of Construction and Professional Services and represents the Deputy Director on all Construction and Professional Services related issues. Professional duties include but are not limited to the following:
Essential Functions
- As the Assistant Deputy Director, develops, administers, interprets, and implements statutes, rules, policies, and procedures to ensure capital construction projects are completed within established timelines, scopes, and budgets.
- Assists in the planning and coordinating of new agency programs.
- Acts as mediator to ensure accurate and timely communication, both internally and externally on behalf of the Deputy Director.
- Tracks division audit findings, works with management and staff to determine the root cause of issues and develops and implements corrective action plans.
- Attends field meetings, creates and delivers presentations, and conducts job site visits to assess project progress or problems on behalf of the Deputy Director.
- Collects and compiles data and coordinates data analysis using various computer software.
- Assists in the preparation of statutorily required reports for the Construction Division.
- Assists the Deputy Director in directing and ensuring that division staff receives proper training and mentoring.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Knowledge, skill, and mental development equivalent to completion of four (4) years of college with a degree in architecture, engineering or construction related field and three (3) years of experience in one of the above fields OR Seven (7) years of supervisory experience in architecture, engineering or construction related field.
Preferred Qualifications
- Three (3) years of experience overseeing teams that include project managers, consultants, industry partners, and contractors, to meet project scope, budget, and schedule benchmarks.
- Two (2) years of experience with public works construction and procurement regulations.
- Two (2) years of experience managing the expectations of stakeholders, including clients, construction industry professionals, government agencies, and construction regulators.
- Two (2) years of experience with office software packages including Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams) and virtual meeting platforms, including Cisco Webex. Familiarity with construction industry software, including but not limited to construction scheduling solutions such as Primavera P6, MS Project, Smartsheet, or Procore; construction industry BIM and CAD solutions such as AutoCAD, BIM, Revit, or Bluebeam.
- Two (2) years of experience developing, implementing, and overseeing construction management and operational policies, guidelines, and procedures.
- Two (2) years of experience developing and delivering presentations, briefings, reports, training, and updates to executive leadership and staff.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires ability to stand, walk, walk on uneven surfaces, balance, stoop, kneel, climb stairs and ladders, and maneuver in tight spaces, all in varying weather conditions.
- Requires ability to work outside of normal business hours.
- Requires the use of an agency supplied cell phone and computer equipment.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
