POSITION SUMMARY

The Department of Vehicles' approximately 150 employees manage and support the State of Illinois 12,500 +/- vehicles through a network of 13 State Garages, over 500 sublet vendors, 14 internal fuel sites, and a commercial fuel card based system.  The DOV also assists over 80 State agencies/entities in meeting their employee transportation needs in the most cost-effective manner possible. This position serves as the Assistant Division Manager of the Bureau of Vehicles. The Department of Central Management Services' Bureau of Vehicles (BoV) is seeking to hire a detail oriented, dynamic leader who will oversee Garage Maintenance Administration on a daily basis in an efficient, pro-active and transparent manner while overseeing State Garage internal and external processes.

POSITION ESSENTIAL FUNCTIONS

25% Serves as the Assistant Division Manager developing and recommending the implementation of rules, regulations, policies and procedures relating to Garage Maintenance Administration, fleet maintenance and fuel

25%  Serves as a full line supervisor

20%  Monitors maintenance of physical plant structures including garage and fueling locations

15%  Monitors compliance of Federal mandates and/or OHSA and other governmental regulations and related to fuel operations

10%  Serves as a liaison to Agency Vehicle Coordinator, Surplus, Property Management and Procurement

5% Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

MINIMUM REQUIREMENTS

  • Requires knowledge, skill and mental development equivalent to (4) four years of college (General Administration/Business Marketing/Labor/Personnel)
  • Requires (3) three years of progressively responsible administrative work experience in Fleet/Vehicle Management or a related field

PREFERRED QUALIFICATIONS

  • Prefers 5 years of experience as a primary senior manager for multiple garages and garage supervisors, overseeing budgets, contracts, purchasing, staff operations, policy development and implementation
  • Prefers extensive automotive experience, including, but not limited to: Garage operations, knowledge of typical techniques, tools, equipment machinery, etc. to maintain and repair vehicles and equipment
  • Prefers experience with contracts, procurement, inventory management, data analytics & reporting, as related to garage operations
  • Prefers experience with office and Fleet technology, including but not limited to: Microsoft Office, fleet maintenance and management software, Global Positioning Systems, vehicle diagnostic equipment and tools, etc.
  • Prefers knowledge of OHSA and other governmental regulations
  • Prefers supervisory experience
  • Prefers experience implementing training and standard operating procedures
  • Prefers knowledge and understanding of union contracts
