POSITION SUMMARY

The Illinois Department of Central Management Services, Bureau of Personnel is seeking to hire a seasoned, diverse Assistant Division Manager for Hiring & Selection with experience in all aspects of the hiring process including, but not limited to, process improvement, compliance, relationship management, recruiting, system administration and management, conducting meetings, and facilitating training. The ideal candidate will have supervisory experience providing oversight and training to a professional human resources staff, incorporating modern best practices. The ideal candidate will also demonstrate strong leadership skills with the ability to lead others in an everchanging environment while delivering top-quality services, guidance, and support to all Illinois executive agencies and customers. This individual will possess strong analytical abilities, have strong technological capabilities, and exhibit outstanding interpersonal skills. POSITION ESSENTIAL FUNCTIONS

  • Subject to administrative approval, serves as the Assistant Hiring & Selection Division Manager planning, developing, organizing, controlling, and managing the daily operations of the Hiring Resources Teams.
  • Administers the daily operations of the Hiring Resource & Quality Control Team.
  • Oversees, leads, and/or collaborates with the small agency and response team (SMART), hiring resource team, quality assurance, and test development programs to coordinate CMS efforts to fill priority job openings.
  • Serves as full line supervisor of the Hiring Resource and Quality Control Team.
  • Represents the Assistant Deputy Director of Hiring & Selection and the Hiring & Selection Division through oral and written contact with agency staff, agency management, and the public.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in human resources for a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers three (3) years of professional experience involved with the design and testing of software updates for an automated personnel system.
  • Prefers two (2) years’ professional experience with managing, analyzing, and reporting on statistical data for hiring processes.
  • Prefers two (2) years’ professional experience with change management implementation.
  • Prefers three (3) years’ professional experience optimizing processes and implementing continuous improvement initiatives in a professional environment.
  • Prefers two (2) years’ professional experience with employee engagement and improving the hiring candidate experience.
  • Prefers two (2) years’ professional experience overseeing a project from start to completion, managing schedules and timelines.
  • Prefers two (2) years’ professional experience in creating and documenting workflows including corresponding supporting documents such as training materials, change request forms, and detailed process plans.
  • Prefers one (1) year of professional experience managing multiple teams or managing a team in multiple locations.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires a valid driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
