Position Overview

The Assistant Manager - Fiscal Monitoring position with the Office of Community Assistance (OCA) serves as an integral part of the Fiscal Operations Unit. The ideal candidate will be able to help lead and coordinate the fiscal monitoring team that is responsible for the critical task of fiscal oversight of the statewide network of grantees to ensure the safeguarding and responsible use of the over $400 million in grant funds for which the OCA is entrusted. The Office of Community Assistance offers a professional atmosphere with a team of dedicated staff. Essential Functions

  • Plans, directs, and evaluates activities of the Fiscal Monitoring Unit in the Office of Community Assistance (OCA).
  • Serves as working supervisor.
  • Develops and implements plans for fiscal monitoring staff development.
  • Conducts management review and analysis of fiscal monitoring reports.
  • Researches and interprets federal and state rules and regulations including Office of Management and Budget (OMB) Circulars and Uniform Guidance (2 CFR 200) and GATA to ensure OCA and grantee agency compliance.
  • Drafts and submits required fiscal reports.
  • Serves as OCA Fiscal point of contact for external audits and monitoring visits.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in Accounting, Business, or Public Administration.

Requires three (3) years of progressively responsible administrative experience in a public or business organization in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.

Specialized Skills

Of the required experience noted above:

 

  • Requires a minimum of two (2) years of professional experience with fiscal monitoring of state and federal grant recipients.
  • Requires a minimum of two (2) years of professional experience with the development and maintenance of tools utilized in fiscal monitoring of state and federal grantees.
  • Requires a minimum of two (2) years of professional experience in the review and interpretation of federal and state statutes and regulations regarding use of state and federal grant funds.
  • Requires a minimum of two (2) years of professional experience with the development, tracking and maintenance of corrective action plans for grantees.
  • Requires a minimum of two (2) years of professional experience working with the fiscal requirements outlined in the Code of Federal Regulations at 2CFR200 as well as the requirements outlined in the Illinois Grant Accountability and Transparency Act (GATA).
  • Requires a minimum of two (2) years of professional experience creating presentation materials and using effective public speaking skills to deliver presentations and training to various audience sizes.

Preferred Qualifications

  • Prefers a minimum of two (2) years of professional experience with fiscal monitoring of state and federal grant recipients.
  • Prefers a minimum of two (2) years of professional experience with the development and maintenance of tools utilized in fiscal monitoring of state and federal grantees.
  • Prefers a minimum of two (2) years of professional experience in the review and interpretation of federal and state statutes and regulations regarding use of state and federal grant funds.
  • Prefers a minimum of two (2) years of professional experience with the development, tracking and maintenance of corrective action plans for grantees.
  • Prefers a minimum of two (2) years of professional experience working with the fiscal requirements outlined in the Code of Federal Regulations at 2CFR200 as well as the requirements outlined in the Illinois Grant Accountability and Transparency Act (GATA).
  • Prefers a minimum of two (2) years of professional experience creating presentation materials and using effective public speaking skills to deliver presentations and training to various audience sizes.

Conditions of Employment

  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.

 

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
