Position Overview

Serves as Associate Budget Director of Bureau of Operations. Utilizing Microsoft software products, particularly MS Excel and MS Access, develops a formal budget presentation for a budget preview with the Governor’s Office of Management and Budget (GOMB) and the Governor’s Office. Serves as full-line supervisor. Coordinates the development and maintenance of monthly spending and activity reports for Bureau of Operations appropriations and programs. Verifies that materials and information are developed by the budget entities and submitted to Central Office to ensure compliance with technical requirements necessary for budget development and execution.

Essential Functions

  • Serves as Associate Budget Director of Bureau of Operations.
  • Utilizing Microsoft software products, particularly MS Excel and MS Access, develops a formal budget presentation for a budget preview with the Governor’s Office of Management and Budget (GOMB) and the Governor’s Office.
  • Serves as full-line supervisor.
  • Coordinates the development and maintenance of monthly spending and activity reports for Bureau of Operations appropriations and programs.
  • Verifies that materials and information are developed by the budget entities and submitted to Central Office to ensure compliance with technical requirements necessary for budget development and execution.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with courses in business administration or accounting.
  • Requires four (4) years of responsible experience in the administration of an accounting or fiscal office, including experience in budgetary planning and control.

Preferred Qualifications

  • Five (5) years of professional experience implementing policy with respect to budget development and execution for public or private organization.
  • Five (5) years of professional experience coordinating the development and execution of the budget, monitoring the compliance of all budget entities with policies and procedures related to budget development and execution.
  • Five (5) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off and preparing and signing performance evaluations.
  • Five (5) years of professional experience coordinating the development and maintenance of monthly spending and activity reports for a public or private organization.
  • Five (5) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Bachelor’s degree with courses in accounting, finance, business administration, business management, marketing or public administration.

Conditions of Employment

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
