Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Associate Manager of Federal Financial Participation.  Subject to management approval, this position will serve as second-in-command for the Office of Federal Financial Participation.  The position will review, coordinate, assign, and provide direction for the implementation of the Department’s reimbursement and revenue enhancement activities.  Through subordinate managers, this position will direct and oversee the Title IV-E and Medicaid Reimbursement Program and the Children’s Accounts Unit and provide high level review of eligibility determinations and the coordination of receipts and maintenance of Children’s Trust Account resources.  The position will also direct and oversee the review and identification of operational problems and make recommendations for the development of appropriate solutions.  This position provides a great opportunity for someone with a strong background in budgetary operations and reimbursement claiming who has a desire to utilize those skills to enhance the operations of the Department of Children and Family Services.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions

  •  Serves as Associate Manager of Federal Financial Participation, as second-in-command for the Office of Federal Financial Participation
  • Through subordinate managers, directs and oversees the Title IV-E and Medicaid Reimbursement Program and the Children’s Accounts Unit
  •  Directs and oversees the review and identification of operational problems and makes recommendations for the development of appropriate solutions
  • Serves as full line supervisor
  • Serves as an advisor to the Manager regarding the creation, compilation and completion of monthly, quarterly and annual reports by researching, gathering data, and providing analysis and evaluation of information into a comprehensive report
  • Reviews unit activities to ensure implementation plans and unit goals are effectively and efficiently performed and achieved
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  •  Requires knowledge, skill, and mental development equivalent to completion of four years of college
  •  Requires four years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • 4 years of professional experience overseeing or conducting reimbursement claiming activities for a public or business organization
  • 4 years of experience supervising professional staff in a public or business organization
  • 4 years of professional experience in the development and implementation of policies and procedures in a public or private organization
  • 4 years of professional experience conducting program planning activities in a public or private organization
  • 4 years of professional experience in the development of strategies for the improvement of program services
  • 4 years of professional experience serving in a liaison capacity for a public or business organization
