POSITION SUMMARY
The Bureau of Internal Audit is looking for a candidate to function as a procurement (i.e., purchases, contracts, and leases) audit expert and training lead. Using their knowledge and experience, the ideal candidate will prepare our staff auditors to understand the State's current and emerging procurement risks and auditing best practices so our team can help CMS, and the sister agencies we serve, promptly respond to and mitigate these risks. The ideal applicant is a self-starter who enjoys leading/supervising projects, sharing their knowledge to make others better, training (our team, statewide auditors, and other stakeholders), and who has extensive knowledge of the Illinois Procurement Code, Chief Procurement Office of General Services' rules, the State's procurement practices and has extensive experience in performing procurement audits.
POSITION ESSENTIAL FUNCTIONS
- Under general direction, serves as a Functional Training Lead, training junior staff auditors to conduct routine, non-routine, and complex risk-based audits over procurement, contracting, and leasing transactional areas according to the Bureau's policies and procedures and internal audit standards.
- Serves as full line audit supervisor.
- Independently performs complex and/or non-routine audits over procurement, contracting, leasing, and potentially a specific focus on labor relations transactional areas according to the Bureau’s policies and procedures and internal audit standards.
- Meets continuing professional education requirements
- Compiles, completes, and processes procurements for the Bureau of Internal Audit. Works with Bureau of Strategic Sourcing staff to ensure procurements follow the Illinois Procurement Code (30 ILCS 500) and the job aids promulgated by the Chief Procurement Office – General Services.
- Assists the Chief Internal Auditor (CIA) and/or the Assistant Deputy Director of Internal Audit by preparing audit procedures, audit manuals, and audit program templates that will be used by the Internal Audit Division.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in auditing, finance, accounting, business management, business administration, public administration, computer science, or related subjects.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or private sector auditing office.
PREFERRED QUALIFICATIONS
- Prefers extensive knowledge of auditing theory and procedures.
- Prefers three (3) years of professional experience developing an internal audit program, independently and/or as an audit supervisor, including audit objectives, the scope of the audit, and the necessary tests to be performed.
- Prefers three (3) years of professional experience preparing for, attending, and conducting entrance conferences to outline audits with agency personnel, attending exit conferences, and participating in the discussion of audit findings prior to the issuance of the final audit report.
- Prefers three (3) years of professional experience evaluating internal controls to determine strengths and weaknesses of the system.
- Prefers three (3) years of professional experience preparing clear, concise, and complete internal audit reports, including audit findings, supporting documentation, and recommendations.
- Prefers four (4) years of professional experience in general auditing.
- Prefers one (1) year of professional supervisory experience in auditing.
CONDITIONS OF EMPLOYMENT
Requires completion of a background check and self-disclosure of criminal history.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
Requires ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
