Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Audits and Accounting Manager.  Under administrative direction, this position will develop and maintain the monthly and annual reconciliation processes to ensure the various accounting systems used by the Department agree with records of the Illinois Office of Comptroller (IOC), the federal government, and other relevant sources.  The position will serve as the Department’s Generally Accepted Accounting Principles (GAAP) Coordinator and will coordinate and monitor various Departmental audits within the Division of Budget and Finance.  This position provides a great opportunity for a motivated individual who is interested in playing a role in ensuring that DCFS implements sound fiscal policies and procedures in the administration of the agency.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

1. Serves as Audits and Accounting Manager, provides high level accounting expertise to the Chief Fiscal Officer, develops and maintains the monthly and annual reconciliation processes to ensure the various accounting systems used by the Department agree with records of the Illinois Office of Comptroller (IOC), the federal government, and other relevant sources.

2. As a certified public accountant, serves as the Department’s Generally Accepted Accounting Principles (GAAP) Coordinator

3. Coordinates and monitors various Departmental audits, on a statewide basis, within the Division of Budget and Finance

4. Serves as full line supervisor

5. Confers and collaborates with the Department of Innovation and Technology to ensure that the Department’s financial systems meet accounting standards and requirements

6. Through subordinate staff, directs and monitors the Department’s compliance with state travel regulations

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires completion of a bachelor’s degree, with courses in business or public administration, economics, planning, accounting, or a related subject

2. Requires licensure as a Certified Public Accountant

3. Requires three years of progressively responsible administrative experience in accounting, research, or budget

Preferred Qualifications

1. 3 years of professional management experience in the accounting, auditing, or financial area of a public or business organization

2. 3 years of professional experience working with accounting and auditing systems in a public or business organization

3. 2 years of experience using Access, Excel, Microsoft Word and other audit software (ACL)

4. 3 years of experience supervising professional staff

5. 3 years of professional experience managing or conducting fund/cash reconciliation activities

6. 2 years of professional experience serving in a liaison capacity for a public or business organization
