Accountant Supervisor, Central Office

The Accountant Supervisor position is located at our Central Office at 833 S. Spring Street, Springfield IL 62704. This position serves under the direction of the Fiscal Supervisor in the Fiscal Department. Job Responsibilities

Serves as working supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Prepares and signs performance evaluations

 

Initiates journal entries in the accounting system for recording revenue and payroll expenditures

  • Completes appropriate entries in the accounting system for adjusting entries processed through the Comptroller’s Office such as adjustment transmittals, expenditures transfer request, and warrant action request
  • Monitors system blocked invoices and ensures they are addressed including system generated prompt action invoices

 

As the telecommunications coordinator for the Department, as required by the Department of Central Management Services, (CMS), advises staff in Telcom planning and associated funding

  • Coordinates communication changes, upgrades, and maintenance
  • Initiates repair orders and tracks to ensure completion
  • Work with Veterans’ Home business administrator and facility administrators in reviewing care trends and telecommunication needs as changes occur with physical plan modifications, abandonment, or creation

Serves as agency vehicle coordinator and CMS Risk Management Liaison (insurance).

  • Completes request for vehicle acquisition and surplus
  • Maintains records and prepares required reports on personally assigned vehicles as well as other agency autos
  • Request access, revokes access, and monitors all WEX program users and activity
  • Schedules and reports on pool vehicles
  • Reports all agency vehicle accidents
  • Gathers and maintains proof of insurance
  • Coordinates agency insurance claims with CMS

Responsible for the agency travel coordinator duties

  • This includes but is not limited to advising employees of the travel regulations and all updates, coordinating Governor’s Office of Management and Budget out of state travel approvals, reviewing employee travel vouchers for accuracy prior to management approval and coordinating any exception request to the Governor’s Travel Control Board

               

Performs other duties as required or assigned which are reasonably with the scope of these enumerated

 

Minimum Qualifications

  • Requires knowledge, skills, and mental development equivalent to completion of four years college, with courses in business administration and accounting.
  • Requires two years of professional experience in accounting, external auditing, budgetary planning, and control or public accounting.

 

Knowledge, Skills, and Abilities

  1. Extensive knowledge of accounting and auditing theory, principles, methods, and procedures preferred
  2. Prefer the ability to develop, install, and evaluate new and revised methods, procedures and performance standards
  3. Prefers the ability to supervise a staff of subordinates engaged in general accounting, budgeting or external auditing activities
