Job Responsibilities

Under general direction, conducts appeal hearings of property tax assessments dealing primarily with matters of market value and representing a full range of complexity; confers with attorneys, taxpayers, local government officials and others; prepares draft decision for administrative consideration and Board approval.

  • Receives and reviews assigned appeal cases for completeness, compliance with rules, and issues raised; where parties to the appeal have not requested a hearing, establishes whether case evidence is sufficient to write a decision without a hearing, referring questionable cases to more experienced staff for determination.
  • Conducts hearings in counties other than Cook for property tax appeals representing the full range of complexity, including residential, farmland, and commercial or industrial appeals where the difference in assessment exceeds $300,000, and where there are multiple interveners and/or appraisals; develops formats for individual appeal hearings; maintains control of the proceeding, administers oaths, and questions witnesses as needed; prepares draft decisions including findings of fact, an analysis of the data, and conclusions for subsequent Board action.
  • Prepares draft decisions on property tax appeals from any of Illinois’ 102 counties where no hearing is required and the determination is to be written on the basis of the evidence submitted; analyzes and correlates information entered into evidence; reviews stipulations submitted by the parties to determine whether case closure should be recommended.
  • Participates in a committee of the administrative law judge staff which analyzes and reviews recommended decisions for sufficiency and adherence to standards prior to submission to the Board; recommends action on cases reviewed; participates in the development of the annual Synopsis of Representative Cases publication by selecting and recommended decisions rendered that would enhance awareness of Board considerations, procedures, and practices
  • Provides assistance to attorneys, taxpayers, local government officials and others on matters concerning the property tax appeal process; explains and interprets appraisal and assessment functions pertaining to the operations of the Board; responds to questions from Docket Intake/Records Management staff, approving actions as appropriate
  • Performs other duties as requires or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in taxation, economics, mathematics, public or business administration.
  • Requires three years of progressively responsible professional experience in the valuation and appraisal of real and personal properties.

Knowledge, Skills, and Abilities

  • Requires thorough knowledge of state property tax laws and assessment and equalization principles and techniques.
  • Requires ability to explain and interpret appraisal and assessment procedures.
  • Requires ability to establish and further satisfactory working relationships with local government officials and the general public.

Conditions of Employment

  • Requires ability and willingness to travel to hearing sites throughout the state.
